Description

The City of Järvenpää (hereinafter ”Purchaser”) invites tenders for the project management contract (PJU) for the 3rd phase (JYK 3) renovation project of Järvenpää Comprehensive School, in accordance with the tender notice and its annexes. The subject of the procurement is the renovation of the school building located at Kansakoulunkatu 1, 04400 Järvenpää. The school building, completed in 1952, is protected in the master plan with the designation sr-11. The scope of the renovation is approximately 4,063 m². The project includes extensive renovation of the school building, comprehensive technical renovation, space modifications, and courtyard and area construction works related to the building. The renovation includes, among other things: - internal demolition, repair and modification work on the building - repair work on the building's structures, facades, windows, doors and roof according to the plans - renovation of building services (HVAC and electrical) - renewal of floor structures, fixed furniture and equipment as well as modification work - modification work on courtyards, circulation routes and area structures. The contract includes all building, demolition, earthworks and building services works specified in the tender documents, including all necessary ancillaries, so that the building can be completed and brought into a condition suitable for its intended use. The building site is a school site with other school buildings in use. School activities will continue during the construction work. The contractor must take into account the continuity of operations, especially in site management, circulation routes, site safety and management of disturbances caused by the work. The procurement is implemented as a project management contract, which consists of a development phase and a subsequent implementation phase to be initiated by a separate decision of the Purchaser. During the development phase, the selected project management contractor will participate in the development of the project's plans, implementation solutions, procurements, schedule and costs in cooperation with the Purchaser and designers, as well as in the preparation of the implementation phase. During the implementation phase, the project management contractor will act as the main contractor and principal implementer as defined by law, and will be responsible for the management responsibilities of the site, site services and implementation of procurements to the extent defined in the tender documents. The commencement of the implementation phase requires a separate decision by the Purchaser. The commercial model, tasks of the development and implementation phases, and contractual procedures are described in more detail in the annexes to the tender notice. The development phase of the project management contract is scheduled to commence in February 2027 after the procurement decision is made, the statutory waiting period has elapsed and the development phase contract is signed. The construction phase is scheduled to commence in March–April 2027. The exact start date of construction and implementation schedule will be agreed during the development phase in cooperation with the Purchaser. The contract must be fully completed and accepted by the Purchaser by no later than 1 December 2028. All errors and deficiencies significantly affecting the building's commissioning, safety and commencement of operations must be rectified by this deadline. Minor errors and deficiencies that do not prevent commissioning will be agreed separately with the Purchaser. In addition, the acceptance of the contract requires the approval of the building control authority for the building's commissioning in a partial final inspection (commissioning inspection) or final inspection to the extent that obtaining approval depends on the performance and obligations within the scope of responsibility of the PJU. Delay in obtaining approval from the authorities due to reasons outside the scope of responsibility of the PJU shall not alone prevent the contractual acceptance of the PJU's contract performance, provided that the other conditions for acceptance are met. More detailed conditions are defined in the contract programme and the implementation phase contract draft. The moving of the building's users and arrangements related to the commencement of operations are scheduled for December 2028. Operations in the building are scheduled to commence in January 2029. Bidders will be given the opportunity to familiarise themselves with the building site and the conditions prevailing there on two pre-announced dates: - Thursday 12 November 2026 9-10.30 - Wednesday 18 November 2026 9-10.30 Participation in the site visits can be done by arriving at the site at the pre-announced times. No separate registration is required. Familiarisation with the site is recommended but not a prerequisite for submitting a tender. The bidder is responsible for ensuring that it has familiarised itself with the project's starting information and taken into account the conditions and requirements presented in the tender documents in its tender. Questions related to the tender notice must be submitted through the TED e-Submission Service by the deadline stated in the tender notice. No additional or amended information will be provided during the site visits, but all such clarifications will be provided to bidders through the TED e-Submission Service. The bidder is expected to interpret the tender documents as a professional and expert in the construction sector. If the bidder notices deficiencies or uncertainties in the documents that may affect the content of the tender, these must be clarified in the manner presented in the tender notice before submitting the tender. The more detailed content of the contract, implementation model, commercial terms and the mutual validity order of the contract documents are defined in the annexes to the tender notice.
