Energy modernization of the healthcare infrastructure in the Lubuskie Voivodeship (Phase I), thermomodernization of the buildings of Wielospecjalistyczny Szpital Wojewódzki w Gorzowie Wlkp. Sp. z o.o. The detailed description of the subject of the contract is contained in the OPZ documentation (Functional-User Program (PFU) along with annexes) and the PROJECT CONTRACT - which are annexes to the SWZ. The subject of the contract, the contract includes: 1) art. 100 Pzp: The objective of the Buyer is to improve the comfort, safety and accessibility of the healthcare infrastructure for all users of the facility, particularly patients, medical staff and persons with special needs, by implementing the investment in accordance with the principles of universal design and accessibility, as mentioned in the aforementioned. The tender also aims to limit the inconvenience of the works carried out for the users of the facility and to minimize the risk of exposure of patients and staff to asbestos fibers. Determination of the costs to achieve the specified effect: included in the scope of the PFU preparation. The way to take into account the given social aspect within the given tender: • taking into account the requirements regarding accessibility for disabled persons and design for all users in accordance with art. 100 of the Pzp Act, • the application of solutions improving the comfort of patients and hospital staff, • the implementation and modernization of accessibility elements, including ramps and communication for people with special needs, • carrying out works in a way that minimizes inconvenience for patients and hospital staff, • the application of solutions limiting the risk of asbestos fiber emissions and the impact of works on the health and safety of users, • ensuring the continuity of the functioning of the hospital departments during the implementation of the investment, • the requirement to employ persons performing construction works by the contractor or subcontractor on the basis of an employment contract in accordance with the provisions of the Labour Code. 2) art. 96 and art. 101 para. 1 of the PZP Act: The objective of the Buyer is to limit the impact of the investment on the environment by applying solutions that increase the energy efficiency of buildings, reduce energy and media consumption and minimize emissions and energy losses throughout the investment life cycle. The environmental aspect has been taken into account in the PFU by specifying requirements regarding: • the implementation of thermomodernization of buildings, including the insulation of facades and ceilings as well as the replacement of window and door joinery, • the use of insulating materials improving the energy parameters of building partitions, • the use of renewable energy sources, including a photovoltaic installation and an energy storage system, • the application of an energy management system, • the use of solutions for recovering waste heat from medical waste incinerators and technological installations, • the modernization of the heating infrastructure in order to limit heat losses, • the application of solutions limiting the risk of asbestos fiber emissions, • the application of materials and technical solutions with increased durability and reduced operating costs. The innovative effect will be achieved through the application of modern technical, technological and installation solutions enabling the optimization of operating costs, increasing energy efficiency and the automation and monitoring of the technical infrastructure of the facility. The innovative aspect has been taken into account in the PFU by specifying requirements regarding: • the application of an energy management system, • the use of waste heat recovery installations, • the application of an automatic boiler cleaning system, • the use of monitoring, control and metering systems, • the application of modern technological installations and building automation, • the application of devices and solutions limiting energy losses and operating costs, the use of solutions improving the energy efficiency of the hospital infrastructure. In the event that standards, technical assessments, technical specifications and technical reference systems are mentioned in the description of the subject of the contract, as referred to in art. 101 para. 1 point 2 and para. 3 of the PZP Act, the Buyer allows equivalent solutions described, and such a reference is accompanied by the words "equivalent". The Buyer imposes on the Contractors the obligation to carry out a local inspection of the planned construction site. The submission of an offer must be preceded by a local inspection. The Buyer sets the deadlines for the local inspection, which will take place on: For package no. 1: 22.06.2026 from 08:00 to 10:00 For package no. 2: 22.06.2026 from 10:00 to 12:00 For package no. 3: 22.06.2026 from 12:00 to 14:00
