Framework agreement with Magyar Földgáztároló Zrt. for the development and support of the SMCS and Gas Reporting System, software upgrade provision for a period of 3 years from the date of contract signature – 2026. Due to character limit, continuation at BT-24 (II.2.4.): IT and gas industry consultancy: General expert consultation on systems prepared by the Contracting Authority and to be prepared in the future. Consultancy provided for the development and operational needs of the SMCS system and its subsystems, consultation with the Contracting Authority and system user users. Participation in operational internal discussions and training for key system users. Business analyst tasks: Preparation of ad-hoc reports, analysis and presentation of extracted data according to user needs. Business Intelligence (BI) tasks: Integration with existing databases, creation and management of data markets, and creation and management of data models necessary for BI reporting, as well as assistance to users involved in the process. Use and management of applications serving BI tasks (MS Power BI, SSIS, SSAS, SSRS, SSMS). Liaison: Communication with MFGT users, development companies involved in developments, and external users (customers) using MFGT systems, with the IT responsible company of MVM (MVMI), as well as with neighbouring system operators, and domestic and European regulatory bodies of the gas industry, and participation in discussions and events. Testing: Participation in the testing of new system versions and developments, testing processes, and their documentation. On-site presence: 8-hour daily work at the premises of Magyar Földgáztároló Zrt. Standby: Weekly 7-day system monitoring availability according to the periods specified in the invitation to tender. Service period for the Auction Application, the Touch&Store mobile application and the GRS system: Service period between 09:30 - 17:30 on working days. The Contracting Authority provides remote access for SMCS system support. The Supplier's task is to provide the following activities for the Systems' live and test operating environments in accordance with the Information Security Regulations of Magyar Földgáztároló Zrt. • Incident management and resolution: acceptance, repair and feedback of system-related incidents to the Contracting Authority within the SLA framework registered in the framework agreement. • Configuration of system components. • Management of storage operational status changes (injection, withdrawal). • Handling of unique capacity management needs. • Ad-hoc reporting of data extractable from the system according to specific needs. • Server-side and client-side management of Microsoft PowerBI data visualization applications. • Containment of application errors, network errors, and external errors. • Support for system elements, handling of problems, errors, and needs related to them. • Performance of administrative tasks, version updates, error detection, and operational disturbance mitigation related to the system. • Configuration of IT system components, application servers, and database management systems of the system. • Management of SSL certificates. • Performance of migration tasks. • Handling of other information requests: handling any questions, complaints, or other suggestions from the Contracting Authority related to the System. System development During the validity of the contract, continuous compliance with the modifications of the industry's Get, Get vhr, MEKH decrees, ÜKSZ. provisions, with individual orders and itemised accounting. Development framework maximum 4000 man-days for 3 years. Tasks related to development management: • Processing of Contracting Authority's development needs: o Feasibility study; o Preparation of software and hardware requirements; o IT security risk analysis; o Detailed calculation of development man-hours needed. • Implementation of development: o Code preparation; o Internal testing; o Support for user testing; o Support and completion of deployment and data migration tasks; o Support for UAT testing. • Documentation of developments: o Database documentation (Entity Relationship Diagram); o Source code; o Developer test logs; o Development installation description; o Release Notes. The Contractor undertakes to provide full support (error containment and repair) for the system modified by it – which covers the entire functionality of the system modified by it, not just the modified code part. The winning bidder must ensure the availability of all necessary tools and experts, in addition to the experts defined in point M2 of the Invitation to Tender BT750, for the performance of the contract. Estimated value and framework amount of the framework agreement: net 900,000,000 HUF. The Invitation to Tender undertakes to commit to concluding individual contracts with a minimum net value of 600,000,000.00 HUF from the framework agreement. The Invitation to Tender orders the full 3-year operational and support service with the conclusion of the framework agreement. The detailed technical content will be defined in the technical annex of the procurement documentation.
