Bulgaria – Electrical tape – PPD26-086 "Доставка на електроизолационни ленти и ленти със специална употреба за изграждане на кабелни глави и съединителни муфи на кабели СрН и НН с изолация от химически омрежен полиетилен (XLPE) или хартиено-импрегнирана изолация"

The Management Board of „Electro Distribution Networks West“ EAD opens and conducts an open procedure for the award of a public contract, pursuant to Article 132, in connection with Article 18, paragraph 1, item 1, Article 19, paragraph 2 and Article 20, paragraph 1, item 3, subparagraph “b” of the Public Procurement Act (PPA), with the aim of concluding a contract for electrical insulation tapes and tapes with special use for the construction of cable heads and connecting muffs on cables SrN and NN with insulation of chemically cross-linked polyethylene (XLPE) or paper-impregnated insulation. The subject of the contract is related to the need for the supply of the electrical insulation tapes and tapes with special use. These must be applicable to all cables used in the electrical distribution network. The connecting muffs constructed through electrical insulation tapes must be suitable for placement in an excavation with a high level of groundwater containing chemically active compounds. The cable heads and connecting muffs constructed through tape technology must withstand mechanical, electrical and thermal impacts, both during normal operation and in cases of overload and short circuits, in accordance with the specified parameters of the electrical distribution network. Contract duration 24 (twenty-four) months. The Technical Specification specifies basic and special technical requirements, technical characteristics and conditions. The subject of the procedure for the award of a public contract covers the following item and the corresponding quantity: 1. High-voltage electrical insulation tape for primary insulation of current-carrying core for the restoration of the outer protective coating of the cable, self-vulcanizing insulation tape, for insulation and protective coating - 20,000 pcs. 2. High-voltage electrical insulation tape for primary insulation of current-carrying core of cable with paper-impregnated insulation, self-vulcanizing insulation tape, insulation and protective coating - oil-resistant - 10,000 pcs. 3. Electrical insulation sheet, for sealing and insulation, self-vulcanizing insulation sheet, for sealing and insulation - 8,000 pcs. 4. High-voltage electrical silicone rubber tape for cable heads and connecting muffs on cables with insulation of chemically cross-linked polyethylene/hard-impregnated insulation, self-vulcanizing silicone rubber tape, for cable heads and muffs - 1,000 pcs. 5. High-voltage tape with special use for control and distribution of electric field during the construction of cable heads and connecting muffs, tape for distribution of electric field, stress control - 1,000 pcs. 6. Copper tinned connecting tape for the restoration of the metal electrical screen of cables SrN with copper or aluminium screen, copper tape, for the restoration of metal screen - 9,000 pcs. 7. High-voltage semiconductive tape with special use, for the restoration of the semiconductive layer on the current-carrying core and the connector, and on the phase insulation, semiconductive tape, for the restoration of the semiconductive layer - 9,000 pcs. 8. Electrical insulation tape for primary insulation in cables NN and for the restoration of the outer protective coating of cable heads and muffs, insulation tape, primary (outer) insulation, small - 8,000 pcs. 9. Electrical insulation tape for primary insulation in cables NN and for the restoration of the outer protective coating of cable heads and muffs, insulation tape, primary (outer) insulation, large - 18,000 pcs. Participants must necessarily offer all positions included in the subject of the contract. Pursuant to Article 116, paragraph 1, item 1 of the PPA, the possibility of indexing the unit prices for the performance of the subject of the public contract is envisaged. The unit prices of the goods under the subject of the contract may be recalculated, in case there is a change, greater than +/-5% of the General Index of Producer Prices in Industry for one year, published on the website of the National Statistical Institute, at the following internet address: https://www.nsi.bg/bg/content/948/%D0%BE%D0%B1%D1%89-%D0%B8%D0%BD%D0%B4%D0%B5%D0%BA%D1%81-%D0%BD%D0%B0-%D1%86%D0%B5%D0%BD%D0%B8-%D0%BD%D0%B0-%D0%BF%D1%80%D0%BE%D0%B8%D0%B7%D0%B2%D0%BE%D0%B4%D0%B8%D1%82%D0%B5%D0%BB-%D0%B2-%D0%BF%D1%80%D0%BE%D0%BC%D0%B8%D1%88%D0%BB%D0%B5%D0%BD%D0%BE%D1%81%D1%82%D1%82%D0%B0-2015-100#pr-page-1 The change in the above sentence may be requested by either of the parties to the contract after sending a notification to the other party, with the same signing an additional agreement. Price update may be carried out once after the expiry of the first year of the contract's validity. In case of a change, greater than +/-5% of the General Index of Producer Prices in Industry for the month in which the change is requested, compared to the month of conclusion of the contract, the unit prices in force at the time are updated with the same percentage change of the General Index of Producer Prices in Industry for the corresponding period. The new unit prices enter into force, as of the date of entry into force of the bilaterally signed additional agreement for the recalculation of the prices, pursuant to Article 116, paragraph 1, item 1 of the PPA. Pursuant to Article 104, paragraph 2 of the PPA, the commission will assess the technical and price offers of the participants before the preliminary selection is carried out. The actions of the commission will be carried out in the sequence provided for in Article 61 of the Rules for the Implementation of the Public Procurement Act (RIPPA).
