Germany – Damage or loss insurance services – Rahmenvertrag Versicherung von Schienenfahrzeugen aus öffentlichen Verkehrsverträgen im Schienenpersonennahverkehr (RVA SPNV) - Grunddeckung

The contracting authority is DB Regio AG, the subsidiary of Deutsche Bahn AG responsible for local passenger transport. DB Regio AG and its subsidiary/affiliated companies regularly bid for public tenders for rail passenger transport (SPNV) contracts. The subject of the procurement is a framework agreement for the insurance of rail vehicles (Rail Vehicle Assurance – RVA) that are not owned by DB Regio AG and its subsidiary/affiliated companies. Insurance cover must be provided for these vehicles in accordance with the requirements arising from the respective tenders for transport contracts that have been won. A separate registration for the framework agreement is created for each tender. The basis is an All Risk insurance. The total insurance sum of the current registrations for the framework agreement amounts to approximately 3.6 billion EUR. The framework agreement provides for liability limitation of 50 million EUR per insurance case (basic cover). The deductible is usually specified in the tenders for the transport contracts and therefore varies per registration. The vehicles in question include, for example, multiple units, coaches, locomotives and passenger coaches. To cover the risks for which a higher capacity than 50 million EUR is required, a call for tenders for a reinsurance contract will be issued in a separate procurement procedure (https://www.subreport.de/E83126938).
