Romania – Electrical installation work – Proiectare (PT+DDE) și execuție instalații de utilizare și racordare la rețeaua de distribuție a energiei electrice a obiectivului de investiții „Construire secții la Spitalul nr. 2 Vaslui”

The subject of the contract to be awarded consists of the acquisition of design services (DTAC+PT+DDE) and the execution of works for the implementation of the connection installation and the utilization installation to the electricity distribution network of the investment objective, including, but not limited to:

• the preparation of the documentation for obtaining the urbanism certificate, the technical documents that form the basis for obtaining the approvals and agreements imposed by the urbanism certificate, including the geotechnical study and topographic survey, as well as the Technical Documentation for the Organisation of the Execution of Works (D.T.O.E.);

• the preparation of the DTAC and obtaining the building permit, the preparation of the Technical Execution Project (PT), the Execution Details (DE) and the Program for Monitoring the Behaviour in Operation of the Construction;

• the technical quality verification of the documentation by project verifiers certified in the field of electrical installations, independent of the designer who prepares the documentation;

• the mandatory approval of the technical documentation, phase PT, for the connection installation and for the utilization installation, in the C.T.E. of DELGAZ GRID S.A., as the case may be;

• the execution of the works for the implementation of the connection and utilization installations, including the supply of equipment, transport to the indicated locations, assembly, complete installation, commissioning, testing and verification of functionality, and training of the personnel designated by the purchaser;

• the provision of technical assistance from the designer throughout the execution of the works;

• the provision of service and corrective and preventive maintenance throughout the warranty period of the equipment, as well as the remediation of defects arising exclusively from the fault of the Contractor.

The minimum technical requirements are those provided in the Terms of Reference, which are minimum and mandatory. Partial offers, both quantitatively and qualitatively, are not accepted, but only integral offers, which meet all the minimum requirements set. NOTE: Any reference in the procurement documents that indicates a particular origin, source, production, manufacturer, a special procedure, a standard, a specification, a trade or brand name, a patent, a manufacturing license, are mentioned only for the purpose of easily identifying the types of products as well as concepts and do not have the effect of favoring or eliminating certain economic operators or certain products/services or works. These specifications will be considered as having the mention of "or equivalent", and the tenderer has the obligation to demonstrate the equivalence of the products/services/works offered with those requested, if applicable. NOTE: The deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 19 days before the deadline for the submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification by the 11th day before the deadline set for the submission of tenders. The contracting authority is not obliged to respond to requests for clarification received after the initially set deadline. NOTE: Requests for clarification regarding this award documentation should be addressed exclusively in SEAP in the "Questions" section within the procedure for the award conducted by electronic means, and the responses to these will be published in SEAP in the section "Procedure Details - Clarifications, Decisions on Award Documentation" within the participation notice, the contracting authority following not to give course to requests addressed by any other means of communication than the one established.
