Denmark – Construction work for buildings relating to air transport – Bagage Factory East - Udbud af totalentreprise (BUILD)
Description
The Baggage Factory East (BFE) comprises the construction of a new building for handling and storing baggage in an automated high-bay warehouse. The BFE building is located east of the existing Bagagefabrik 3 (BF3) and must meet future capacity needs at Copenhagen Airport (hereafter CPH). To minimise the project's risks and optimise it in terms of time, CPH has several preparatory works related to supplies and clearing the construction site carried out prior to the present tender, so that the execution of the building takes place on an informed and well-defined basis. The present tender will be carried out according to the procedure "tender with negotiation" in accordance with the rules of the Defence and Security Directive (Directive 2009/81/EC of 13 July 2009) Article 26. Tender with negotiation means that any economic operator can apply for pre-qualification. Only pre-qualified tenderers have the right to submit a tender. The tender material will only be published to the pre-qualified tenderers when the result of the pre-qualification has been communicated. The timetable for the tender will be revised when the tender material is published. When applying for pre-qualification, the applicant must submit a completed ESPD as documentation of suitability and a signed confidentiality agreement (NDA). A template for the confidentiality agreement will be uploaded after the publication of the tender notice. In addition to the ESPD, applicants are encouraged to submit the following: - Consortium declaration (only if the applicant is a consortium) - Letter of support (only if the applicant relies on the capacity of other entities) - Declaration regarding Russia The overall BFE project is divided into two project tracks – the construction track (BFE Build) which comprises the baggage building with associated installations and the baggage track (BFE BHS) which comprises the baggage system. At the time of tendering, both project tracks are at the program level. For the construction track, in addition to the construction program, a concept for the structural system has been developed based on the space available at CPH and the permitted height as well as the expected fire and operational requirements. As part of the tender in the baggage track, the bidders must, based on the baggage program requirements, develop a baggage solution that fits within the defined geometry in the building concept. Tendering and contracting of the BFE Build and BFE BHS contracts will be carried out in parallel and after contracting, the two project tracks must undergo both independent and joint project development, so that an optimisation and alignment of the execution of the overall project is ensured, where both physical and process-related interfaces are coordinated. The BFE Build project is carried out in a two-phase model, where the project is based on the tender basis incl. a target price for the total contract. In the first phase, BFE Build must be developed to a public project and an associated building permit, which can form the basis for entering into a fixed price for detailed design and execution in the second phase. The project development is based on ABT18 – Appendix on Project Development (APP Project Development). In the first phase, settlement takes place based on hourly rates, and in the second phase based on a fixed price and a total contract. The realisation and success of the project depend on close and continuous coordination between BFE Build and BFE BHS and in relation to CPH in both the project development phase and the detailed design and execution phase. Therefore, economic incentives are incorporated into both the BFE Build and BFE BHS agreements to support constructive cooperation and motivate compliance with joint dependent milestones, so that the project can be completed within the set time. The BFE Build contract includes planning, design and construction of a new baggage factory with a footprint of approximately 4,800 m² in height of approximately 35 m as well as a approximately 70 meter long connector, which must ensure transport of baggage between the new baggage factory (BFE) and the existing baggage factory. In addition to the building itself, the BFE Build contract also includes the necessary installations in the form of, inter alia, electrical supply, ventilation, doors, fire safety installations, including sprinklers, as well as paving outside the building is part of the contract. Based on use and structure, the building is expected to be placed in construction class KK4 and fire class 4, and the total contractor will therefore, via consultants, be responsible for the certified consultants, while CPH will appoint 3rd party controllers. In addition to the BFE building and the connector, a personnel building with a small workshop and storage, a total of approximately 400 m², must be established. The BFE building itself is planned to be built landside (outside the area with security restrictions), while the connector is planned to be built airside (inside the area with security restrictions). During the execution phase, the entire BFE building will, however, possibly be moved to airside. The building is envisaged as a free, inner volume, which gives optimal space for the design of the baggage system and the automated high-bay warehouse. Coordination of floor placements, technical interfaces and structural supports takes place in close cooperation with the BFE BHS project. The building is planned to be constructed as a steel structure with stairwells, which ensure access to the individual floors. The roof structure is planned via lattice girders to span from facade to facade, to allow the BHS system inside the building to be disposed of flexibly with bearing points in a selectable grid. The project is planned to be carried out according to the following preliminary main deadlines: • Contracting and start of project development August/September 2026 • Obtaining building permit and entering into agreement on detailed design and execution August/September 2027 • Start of execution September 2027 • Handing over building to BFE BHS for installation of baggage system summer/autumn 2028 • Delivery and commissioning expected in late 2029/early 2030 for the overall project.
