Finland – Urban planning and landscape architectural services – Porvoon kaupungin infran ja kaavoituksen asiantuntijapalveluiden hankinta puitejärjestelyllä

The City of Porvoo (hereinafter also "Contracting Authority") invites tenders for expert services in infrastructure and planning. The subject of the procurement is described in more detail in Annex 3 (Description of the Subject of the Procurement). The competition is divided into five (5) sub-areas. The tenderer may submit a tender for one, several, or all of the sub-areas. The sub-areas and their maximum values, as well as the maximum numbers of framework agreement providers per sub-area, are:

1. General, street, and building design of streets and public areas, maximum value 7,000,000 euros, maximum of eight (8) framework agreements with service providers;

2. Sports facility planning, maximum value 1,500,000 euros, maximum of four (4) framework agreements with service providers;

3. Bridge and structure design, maximum value 1,000,000 euros, maximum of six (6) framework agreements with service providers;

4. Drainage surveys and plans, maximum value 1,000,000 euros, maximum of six (6) framework agreements with service providers; and

5. Geotechnical surveys, maximum value 1,000,000 euros, maximum of six (6) framework agreements with service providers.

All sub-areas may include site services related to the plans during the project implementation phase. The persons named in the tender must, if necessary, participate in the practical implementation, design, and meetings of the projects within the scope of the agreement. All plans related to the tasks must be drawn up in Finnish. The operating model of the framework agreement is described in more detail in the framework agreement draft attached to the invitation to tender. The agreement is valid for a fixed term of two (2) years from the date of signature. After the fixed term of the agreement, the Contracting Authority has the right to extend the agreement term by a maximum of one (1) two (2) year option or until the maximum value of the sub-area of the framework agreement has been reached. The Contracting Authority makes a decision on the use of the option period for each sub-area at the latest four (4) months before the end of the fixed term of the agreement. However, the validity of the framework agreement ends at the latest four (4) years from the date it came into force. The agreement terminates without separate termination, regardless of the term of the agreement, when the maximum value of the sub-area has been reached. The agreement does not impose a mandatory purchase obligation on the Contracting Authority. The Contracting Authority purchases the Service as needed. The agreement does not grant the Service Provider the exclusive right to provide the Service. Other departments, commercial enterprises, and companies and communities in which the City of Porvoo exercises control, or municipal federations to which the city significantly contributes to the financing, may, if they wish, make purchases under the terms defined in this Agreement.
