Belgium – Time accounting or human resources software development services – Aankoop, implementatie en onderhoud van een Applicant Tracking System (ATS)

This contract concerns the procurement, implementation and maintenance of an Applicant Tracking System (ATS), with the contractor responsible for recruiting new employees. The objective is to manage the entire recruitment and selection process within a single tool, in a cloud application, where necessary or useful through integration with other internal and external platforms to ensure maximum efficiency and automated operation. City of Bruges, OCMW Bruges and the associations of OCMW Bruges operate within a legislative framework (legal status regulation), which means that there are a number of additional requirements compared to a company of similar size in the private sector. These differences are not so much of a substantive nature, but rather legal and procedural. The system must support a legally robust, transparent and objective process that complies with the principles of equality, non-discrimination, duty of motivation and publicity, with fixed procedures, uniform selection criteria and the necessary reporting capabilities. At the same time, the ATS must offer sufficient flexibility and user-friendliness for both the backend user and the applicant to manage processing times, improve candidate and user experience and enable a modern selection process.
