Subject of the contract: TenneT TSO GmbH, as a transmission system operator, operates critical infrastructure in Germany. Maintaining the communicability of operational units is of decisive importance, especially during widespread disruptions of public telecommunications infrastructure, prolonged power outages, and other crisis situations. To ensure fail-safe and network-independent communication, TenneT already uses satellite-supported communication solutions. The satellite networks BGAN (Broadband Global Area Network) and Iridium are used redundantly for this purpose. The aim of this tender is to select a high-performance service provider who provides all the necessary supply and services for the operation, expansion, and support of these satellite communication solutions from a single source. The tender includes the supply of terminals, SIM cards, contracts, accessories, as well as technical support and service for the satellite networks BGAN and IRIDIUM. Requirement: Confidentiality agreement / NDA To protect the confidentiality of the contracting authority's information in the tender documents, a confidentiality agreement must be concluded. To do this, use the document "Confidentiality Agreement (NDA)" provided for download and send the signed copy via email to [email protected]. Bidders are allowed to submit signed confidentiality agreements to the contracting authority at any time during the application process. The contracting authority will grant the bidder access to the tender documents after a plausibility check has been carried out. From this, the bidder cannot yet deduce that the contracting authority certifies the bidder's suitability for further participation in the tendering procedure. The contracting authority will send separate invitations to submit tenders to bidders admitted to the tendering procedure after the application deadline has expired. ATTENTION: This is a multi-stage procedure. The invitation to tender will only be sent to suitable participants after the selection of applicants according to the specified suitability criteria! In the 1st stage, no tender documents are to be submitted! The application must be received in good time, and no later than 08.09.2026 at 12:00 PM CET via the e-Tendering platform Mercell (application deadline). Individual deadline extensions will not be granted. Submission of the application by post, email, or fax is not permitted. A breach of this requirement may result in the application being excluded.
