The subject of the contract is the provision of physical protection services for persons and property - CPV CODE 79710000-4 - services provided by the Special Armed Protection Formation (SUFO) in the field of protecting persons and property in complexes equipped for protection purposes in 41. BLSz in Dęblin, in the material scope: 1) Direct physical protection of complexes: 1.1 Dęblin Airport (41. BLSz); 1.2 Klikawa (131krt,) 2) Protection and monitoring of facilities: 2.1 Military Recruitment Center (WCR) in Puławy; 3) Escorting cash values 41. BLSz The subject of the contract includes 2 parts (tasks): Task No. 1 - provision of services by the Special Armed Protection Formation (SUFO) in the field of protecting persons and property in complexes equipped for protection purposes 41. BLSz in Dęblin and escorting cash values: 1) Direct physical protection of the Dęblin Airport complex (41. BLSz); 2) Escorting cash values Dęblin Airport (41. BLSz). Task No. 2 - provision of services by the Special Armed Protection Formation (SUFO) in the field of protecting persons and property in complexes equipped for protection purposes 41. BLSz in Dęblin; 1) Direct physical protection of the complex: 1.1 Klikawa (131krt); 1) Protection and monitoring of facilities: 2.1 Military Recruitment Center (WCR) in Puławy. A detailed description of the subject of the contract is contained in Annex No. 2 to the Specification of Contract Conditions, hereinafter referred to as SWZ, and the draft provisions of the contract for the public contract, which will be introduced into the contract for the public contract for individual tasks – Annexes No. 14a, 14b to SWZ, which will be placed on the website of the conducted procedure: https://platformazakupowa.pl/transakcja/1302579 (page related to this procedure) from the date of publication of the contract notice in the Official Journal of the European Union until at least the date of awarding the contract. Partial applications/offers are allowed with a division into 2 parts (tasks). A full offer for a given part (task) must include all the assortment items within a given part (task). The contractor may submit an application/offer for one or two parts of the contract (tasks). The contractor may submit an application/offer in relation to all parts of the contract. Requirements regarding employment under an employment contract: Acting in accordance with art. 95.1 of the Act, the Purchaser requires the employment under an employment contract throughout the period of implementation of the subject of the contract by the Contractor or Subcontractor of persons performing the following activities during the implementation of the contract, the performance of which consists in performing work in the manner specified in art. 22.1 of the Act of 26 June 1974 - Labour Code: For Task No. 1 a) direct physical protection of persons and property carried out by security personnel at fixed, mobile posts and patrols, b) ticket office service, c) tasks of the SUFO security commander carried out by security personnel, d) escorts. For Task No. 2 a) direct physical protection of persons and property carried out by security personnel at fixed, mobile posts and patrols, b) intervention group, c) tasks of the SUFO security commander carried out by security personnel. Subcontractors: 1) Pursuant to art. 121 of the Pzp Act, the Purchaser does not reserve the obligation of personal performance by the contractor of key tasks related to the contract. 2) Pursuant to art. 462.1 of the Pzp Act, the Contractor may entrust the execution of part of the contract to a subcontractor. In such a case, in accordance with art. 462.2 of the Pzp Act, the Purchaser requires the contractor to indicate in the offer (in the offer form - Annex No. 1 to SWZ), the part of the contract, the execution of which is intended to be entrusted to subcontractors, and to provide the names of potential subcontractors, if they are already known. 11. The Purchaser envisages changes to the contract under art. 455.1 of the Pzp Act. Description of the envisaged changes: contained in the annexes to SWZ – draft provisions of the contract for the public contract, which will be introduced into the contract for the public contract for individual tasks – respectively annexes No. 14a, 14b to SWZ. 2. Other special conditions under which the contract is to be implemented, especially in the field of security of supplies and information security: 2.1. Pursuant to art. 404.1 of the Pzp Act, tenders for contracts in the fields of defence and security may be submitted by contractors having their registered office or place of residence in one of the Member States of the European Union, the European Economic Area or a country with which the European Union or the Republic of Poland has concluded an international agreement on such contracts. 2.2. The contractor must agree to the provision of the physical protection service in the facilities that are the subject of the procedure by SUFO after the announcement of mobilisation, the introduction of a state of war or during a war on the principles and in the manner specified in the Regulation of the Council of Ministers of 28 April 2022 on militarisation. The Purchaser has not published a preliminary information notice. The implementation of the contract is not limited to employment programmes for persons with disabilities. The Purchaser does not envisage: awarding contracts, as referred to in art. 214.1.7 pzp. the procedure is conducted in the restricted procedure under art. 410.1, art. 411.1 in conjunction with art. 140 of the Pzp Act with the application of the principles of awarding public contracts in the field of defence and security with an estimated value exceeding the amount of 432 000 euro, specified in separate regulations issued on the basis of art. 3.2 of the Pzp Act. The Purchaser does not limit the number of parts that can be awarded to one contractor (the maximum number of parts that can be awarded to one contractor is: 2). An application/offer can be submitted in relation to all parts.
