In accordance with Government Decision (H.G.) no. 592/2024 regarding the organization and functioning of the Ministry of Justice, with subsequent amendments and additions, the Ministry of Justice (MJ) develops public policies, strategies and action plans in the field of justice, the prevention and combating of corruption and serious forms of criminality, including in accordance with the objectives of the government program, and negotiates, implements, monitors and evaluates international technical and financial assistance programs for the prevention of crime and corruption, regardless of the beneficiary institution or the one that implements them. According to art. 6, paragraph VI/6 of Decision no. 592/2024 regarding the organization and functioning of the Ministry of Justice, with subsequent amendments and additions, the Ministry of Justice "coordinates and guides the economic and investment activity of the judicial bodies, as provided in Annex no. 1 to Law no. 304/2022, with subsequent amendments, of the own apparatus and the units subordinate to the Ministry". Given the importance of information technology in supporting sustainable development in any field of activity, including in the justice sector, both in the context of European e-justice and at the national level, the computerization of the judicial system represents a strategic component within the reform of the judicial system, a necessary step towards a more transparent, accessible and efficient system, paving the way for a new stage – the digitalization of the judicial system, seen as the process of transforming processes and workflows through the use of digital tools in order to make them more efficient. From a technical point of view, a large part of the activity of the courts, subordinate to the Ministry of Justice, as well as of the own apparatus, is based on the use of centrally managed IT services and provided throughout the judicial system. This procurement of products is carried out in the context in which the need to destroy and eliminate as quickly as possible IT components as well as other similar products can lead to the smooth running of the ministry's and the judicial system's activities, as well as to the reduction of risks regarding the security of the information that these devices may contain. Clarification schedule: Requests for clarification addressed by economic operators will be transmitted to the contracting authority through the clarification section available in SEAP at www.e-licitatie.ro. The deadline for receiving clarification requests is 21 days before the date of submission of tenders mentioned by the contracting authority in SEAP. According to art. 161 alin.1 of Law no. 98/2016 with subsequent amendments and additions, to the extent that clarifications are requested in a timely manner by economic operators, the contracting authority's response to these clarifications will be published in SEAP no later than the 11th day before the deadline set for the submission of tenders. Responses to clarification requests will be published in SEAP by the contracting authority, without disclosing the identity of the one who requested the clarifications.
