Germany – Construction project management services – Stadt Bochum: Projektsteuerungsleistung zur Steuerung des Pakets 5

The City of Bochum (hereinafter "Contracting Authority") as a school operator faces the challenge of meeting the steadily growing space requirements due to the increasing number of school enrollments in the Bochum urban area. In this context, in addition to the need for renovation and maintenance measures for existing school buildings, there is a significant need to create new sports and learning spaces. In this regard, the Contracting Authority is obliged by the School Act to engage in school development planning. To fulfill this legal obligation, the Contracting Authority plans to address the growing space requirements within the framework of a comprehensive school construction and modernization program. This includes necessary new construction, renovation, and modernization measures for 27 school facilities. The program covers all types of schools and refers to primary, special, and secondary schools. The Contracting Authority's initial rough cost estimates, including ancillary costs, range from 4 to 145 million EUR (gross) each, totaling approximately 660 million EUR (gross). Now that the tendering procedures for the implementation of the first projects have begun, the realization of projects 10 - 15 is to commence. These will be grouped together as "Package 5" and include the following school facilities:

- Liboriusschule, Josephinenstraße 80, 44807 Bochum

- Vels-Heide-Schule, Sanderweg 25, 44803 Bochum

- Natorpschule, Natorstraße 51, 44795 Bochum

- Glückaufschule, Bochumer Straße 69 + 71, 44866 Bochum

- Katholische Grundschule Don-Bosco-Schule, Friederikastraße 21, 44789 Bochum

- Junusz-Korczak-Schule, Alleestraße 117a + b, 44793 Bochum

The services to be provided by the contractor are project management services in the form of project stages 1 to 5 (project preparation, planning, execution preparation, execution, project completion) in the areas of action: Organisation (A), Qualities (B), Costs (C), Dates (D) and Contracts (E) according to the AHO series of publications No. 9 (status: May 2025). In addition, special services according to § 3 AHO booklet No. 9 (status: May 2025) as well as the service portfolio for grant management (optional) can be provided. In particular, the contractor must draw up (functional) performance specifications for the implementation of the respective school construction measures and carry out planning checks. The further services for the implementation of the named school construction projects are to be awarded, according to the current status, as follows after the creation of the (functional) performance specifications:

- Planning and construction of the Liboriusschule to a general contractor

- Planning of the Vels-Heide-Schule to a general planner

- Planning of the Natorpschule to a general planner

- Construction of the Vels-Heide-Schule to a general contractor

- Construction of the Natorpschule to a general contractor

- Planning and construction of the Glückaufschule to a general contractor

- Planning and construction of the Katholische Grundschule Don-Bosco-Schule to a general contractor

- Planning and construction of the Junusz-Korczak-Schule to a general contractor

It should be noted that a multiproject manager in the sense of the AHO series of publications No. 19 will be assigned to the contractor and the other project managers of the already advertised and the subsequent school construction projects. This person will manage all individual projects through a higher-level organizational level. The scope of the multiproject management services to be provided by the multiproject manager is based on the specifications of the AHO series of publications No. 19 (status: January 2018). In this respect, the contractor will have coordination, coordination and submission obligations with regard to cooperation with the multiproject manager during the contract execution.
