Stromnetz Berlin GmbH intends to implement a structured rollout of a video surveillance system (VKS) across its technical sites, operational and administrative sites, as well as defined special sites. The aim of the tender is to expand and implement in stages an existing video management system (BVMS) from Bosch Sicherheitssysteme GmbH, with the scope of services including planning, execution, commissioning, documentation, and subsequent service and maintenance. The rollout aims to enhance the physical security of the critical infrastructure's facilities and properties. The VKS is not only to serve passive observation but as an active component of the security architecture, to detect events, visualize them, support rapid situational assessment, and enable follow-up processes. The existing system landscape comprises a central video management system, decentralized video storage, camera technology in the properties, clients for authorized users, as well as monitoring and network components of the contracting authority. The subject of the contract is divided into 4 lots. The lot structure separates planning and control, technical implementation, civil engineering services, and service operation, while at the same time creating a binding overall context. The services must be coordinated with each other so that planning, civil engineering, assembly, commissioning, documentation, and operation interlock within a uniform rollout model. All contractors must take into account the project-related interfaces, the requirements of the contracting authority, the relevant technical regulations, as well as the requirements for information security, occupational safety, and documentation. The rollout includes all technical sites (substations, network nodes) and all operational and administrative sites of Stromnetz Berlin. The number of sites to be considered is approximately 110 (estimate) to a maximum of 130 properties (maximum value). Regardless of whether the contract is awarded for individual lots or a combination lot variant, the offered services must guarantee a consistent, secure, interoperable, and fully documented overall solution. The decisive factor is the complete fulfillment of all requirements specified in the tender documents. The contracts (Lot 1 to Lot 4) will come into effect with the award of the contract and have a basic term for the provision of services from 01.08.2027 – 31.07.2033 (6 years). The contracting authority is entitled to extend the contracts by two years, i.e., up to a maximum of 31.07.2035.
