The subject of the public procurement contract includes the delivery of 1 (one) used dump truck, intended for the transport of bulky waste, for the needs of Iskyr Municipality. The requirements for the execution of the public procurement contract, the type, technical and functional characteristics of the vehicle are detailed in the Technical Specification (Annex No. 1) and in the table attached to it, an integral part of the present documentation. The public procurement contract is not divided into separate lots. Reasons: Guided by the provision of Article 46, paragraph 1 of the Public Procurement Act (PPA), the Contracting Authority considers that it is not appropriate to divide the public procurement contract into separate lots. According to §2 item 29 of the Implementing Regulation of the PPA, a “Separate Lot” is such a part of the subject of the public procurement contract, which, although it could be a separate subject of the public procurement contract, is systematically related to the other lots of the subject of the public procurement contract. The subject of the public procurement contract includes the delivery of 1 (one) used dump truck, intended for the transport of bulky waste for the needs of Iskyr Municipality. The vehicle, subject to delivery, should fully comply with the technical and functional characteristics determined by the Contracting Authority. To the extent that the subject of the public procurement contract is related to the acquisition of one vehicle, dividing the contract into separate lots would not provide the possibility of independent execution of separate parts of the delivery, which would have an independent purpose. In view of the foregoing, as well as taking into account the need to ensure efficiency, economy and timely execution of the public procurement contract, the Contracting Authority considers that its division into separate lots is not appropriate.
