Finland – IT services: consulting, software development, Internet and support – Perustietotekniikkapalveluiden hankinta

The City of Vantaa is organising a competitive tendering procedure in accordance with the Public Procurement Act for the procurement of basic IT services. The procurement will be carried out through a negotiated procedure, in which the contracting entity requests, in the first phase, expressions of interest from interested candidates, on the basis of which candidates are selected for the negotiation phase. The subject of the procurement are the following basic IT service areas: a) User support services, which include services needed to solve IT problems for individuals using the IT environment, to provide advice on use and to support work, b) Workstation lifecycle services, which includes a comprehensive range of services to ensure the efficient, secure and cost-effective use of workstations and their accessories throughout their entire lifecycle, c) Mobile device lifecycle services, which includes a comprehensive range of services to ensure the efficient, secure and cost-effective use of mobile devices and their accessories throughout their entire lifecycle, d) Usage and capacity services, which include services that are essential for the capacity of the server infrastructure and the supporting telecommunications infrastructure, and which ensure the efficient and reliable operation and management of servers and supporting telecommunications equipment, e) Cloud services, which include services that provide centralized management and monitoring of public cloud resources and services, f) IT security services, which includes a comprehensive range of services aimed at protecting the IT environment from all kinds of threats and risks. The services include, for example, preventive measures, active monitoring, intrusion detection and response, and continuous improvement of the IT security level, g) Identity management, including the provision of an Identity Governance and Administration (IGA) solution and services for its maintenance and development, as well as other services that focus on the management of the identities of personnel, partners, information systems, access control and rights, and the information systems and public cloud services that support them, h) Expert services, including services related to specialized professional expert work and consulting, which support the Customer's IT infrastructure, information systems, IT security and operational planning, optimization, development, expansion and renewal. Candidates should note that the above description is a preliminary high-level description. The contracting entity has defined certain requirements for the subject of the procurement that will not be negotiated (see Annex Key Minimum Requirements, Key Contract Terms). Detailed minimum and other requirements and terms will be presented to the selected tenderers in the preliminary invitation to tender to be sent. If the procurement process proceeds to the negotiation phase, the final requirements will be presented in the final invitation to tender after the negotiations. The contracting entity may compare and select the preliminary tender without negotiations. The basic IT services are intended to be procured from one supplier, to be selected on the basis of this tender. One (1) reserve supplier will also be selected on the basis of the tender. The contracting entity does not incur a firm commitment, and the contract does not give the selected supplier the sole right to carry out the procurement.
