Belgium – IT services: consulting, software development, Internet and support – Raamovereenkomst voor een Managed Service Provider (MSP) voor ondersteuning bij diverse opdrachten door diverse profielen

The contract primarily concerns the flexible and market-conformant execution of various Tasks in a means-bound or results-bound manner by the MSP-Service Provider via MSP-Personnel selected by him for the support of the Buyers. The MSP-Personnel to be deployed in the execution of this Framework Agreement are professional ICT profiles (lot 1) or professional non-ICT profiles (lot 2). For each lot, each chosen MSP-Service Provider, as the main contractor (participant/contractor), assumes the role of a "Managed Service Provider" (MSP). In doing so, it must position itself completely neutrally ("vendor neutral"), which, inter alia, means that it may not deploy its own personnel as MSP-Personnel for the actual execution of the Tasks. This contract is a contract for services within the meaning of Article 2, 21° of the Law of 17 June 2016 on Public Procurement. The contract takes the form of a framework agreement within the meaning of Article 2, 35° of the Law of 17 June 2016 on Public Procurement – see 1.2 for more information. The Contracting Authority acts as a central purchasing body within the meaning of Article 2, 6° of the Law on Public Procurement, and this in relation to the entities mentioned in 1.2.1 (the 'Buyers').
