Switzerland – IT services: consulting, software development, Internet and support – System Integration inkl. Programm- und Projektmanagement einer Enterprise Content Management-Lösung (ECM)

The IGS Informatikgesellschaft für Sozialversicherungen GmbH (IGS) as the contracting authority, intends to procure external support for the management and further development of the ECM programme through a public procurement procedure in the form of an open tender in the field of public procurement. The ECM programme is responsible for the integration, introduction and further development of the newly developed information system OPUS, which will gradually replace the previously used solution. OPUS serves as an integrated information and work platform for the digital and workflow-based case processing of the 16 connected social insurance companies. The introduction will be carried out in stages as part of a multi-year transformation programme until the end of 2030. The subject of the present tender is the provision of services in the areas of programme management, project management and Project Management Office (PMO). The services include, in particular, the management, conception, planning, control, coordination, monitoring and completion of programme and project tasks, as well as support in the further development, migration, introduction, transformation and transfer of the solution into operational operation. The services are provided in a complex technical and organisational environment. This is characterised by the parallel management of system integration, product development, rollout and organisational transformation, as well as by the cooperation of numerous stakeholders from the participating implementing agencies, external suppliers and the IGS. Depending on demand, the services may additionally include tasks in the areas of business analysis, test management and quality assurance. The tender seeks a supplier who can provide the required services independently or, where permissible, by involving subcontractors. A framework agreement with a term of four years will be concluded with the successful bidder. There is no obligation on the part of the contracting authority to accept; the call-off of services will be demand-driven in accordance with the framework agreement.
