Finland – Non-scheduled passenger transport – Kanta-Hämeen hyvinvointialueen lakisääteisten henkilökuljetusten, kiireettömien potilaskuljetusten ja kiireellisten tavarakuljetusten hankinta

The Kanta-Häme well-being services county area is procuring mobility support services in accordance with the Social Services Act and the Act on Services for Persons with Disabilities, non-urgent patient transport and urgent goods transport. The well-being services county area has a statutory obligation to arrange mobility support services for its residents in accordance with both the Social Services Act (1301/2014) and the Act on Services for Persons with Disabilities (675/2023). In addition, the well-being services county area's obligation to arrange services includes non-urgent patient transport between its own health care units. Mobility support services in accordance with the Social Services Act can be implemented as group transports for day activities or as individual taxi trips for errands, recreation, or other everyday needs. As one way of implementing mobility support in accordance with the Act on Services for Persons with Disabilities, transport services are provided using taxis. The transport service may also include escort services provided by the taxi driver or other special entitlements, such as a barrier-free vehicle, fixed taxi or single-journey entitlement. The transports will be procured in accordance with the current operating model. In this operating model, the transport service centre arranges the implementation of transports through agreements with local transport operators, receives transport orders from customers and staff, manages the travel entitlements granted to customers using software, and handles the billing and collection of customer payments in accordance with the well-being services county area's guidelines.
