The Contract involves the hiring of Detainee Care Providers. This so-called SAS without EMVI procedure is a procurement method whereby the Police do not make a selection, but allow all bidders who meet the specified suitability requirements to proceed to the next phase. After this admission phase, the Registration Phase begins, in which admitted candidates can ask questions in multiple rounds about the specification and the Agreement. After these questions have been answered, the Candidates who can and want to comply with the finalised Tender Documents can register for an Agreement with the Police. After the Registration Phase, the Police start with mini-competitions at unit level. Here, the contracted Contractors are free to choose whether or not to register for a mini-competition and at what price. The expected volume is dependent on the actual need. The Police estimate the total contract value for the agreements with the future contractors at € 9,000,000, - excluding VAT over a period of four years.
