France – Special-purpose road passenger-transport services – DELEGATION DE SERVICE PUBLIC RELATIVE A LA GESTION ET L’EXPLOITATION DES SERVICES DE TRANSPORT DE VOYAGEURS SUR LE TERRITOIRE DE LA COMMUNAUTE D’AGGLOMERATION D’ÉPINAL

The consultation aims to delegate the management and operation of mobility and passenger transport services within the territorial jurisdiction of the Communauté d’Agglomération d’Épinal (Réseau Imagine). The Communauté d’Agglomération d’Épinal, Mobility Organising Authority, is the Delegating Authority. More specifically, the delegated missions are as follows:

• Basic offer: Operation and management of public passenger transport services and on-demand services within the community territory according to the principles defined in Article 5.1 of the programme document. Candidates must obligatorily respond to the basic offer. The Delegatee will ensure the management and operation of these services for a firm period of three (3) years with a possible renewal of two (2) times one (1) year, i.e. a maximum duration of five (5) years from 01/09/2027 and until 31/08/2032 at most within the framework of a public service delegation (DSP) within the contractual perimeter.
