The essential service of the contract is to provide the consortium with high-quality urban planning proposals (or guiding ideas at the preliminary design level), which incorporate in their design the most appropriate strategies and technical criteria for sustainability and innovation for the urban development of the new lands under the consortium's responsibility, with a sufficient level of definition. Through the intervention of a jury, the proposals submitted may be evaluated and selected according to the criteria established in the tender documents. This project competition may, if applicable, and in accordance with the provisions of article 168.d) and 185.4 of the Public Sector Contracts Law, lead to the subsequent award to one of the competition winners, after the initiation of a negotiated procurement procedure without publicity, in which all winners will be invited to participate, of a service contract for drafting and supporting the administrative processing of the planning instrument necessary to establish the general and detailed urban planning of the new development area.
