Germany – Architectural, engineering and planning services – Neubau einer Kinder- und Jugendbegegnungsstätte Haus Europa des Bezirks Friedrichshain-Kreuzberg von Berlin

The competition will be conducted as a non-open planning competition in accordance with the Act on the Award of Public Contracts (VgV) in line with the Directive for Planning Competitions (RPW 2013) for architects as general planners. In the preceding qualification competition, 11 architecture firms will be invited to participate in the competition based on specified suitability criteria (see Matrix of Suitability Criteria and 5.1.9 of the Notice). In addition, 4 architecture firms are pre-selected. After the competition, a negotiation procedure with the prize winners will be conducted in accordance with the VgV. It is intended to conclude a general planning contract for architects with the building and interior design, landscape design, structural design, technical building equipment, building physics and fire protection services. The responsible specialist planning must be named at the latest in the subsequent VgV procedure. The involvement of the specialist disciplines is to be provided for in the competition. The draft of the general planning contract is attached to the notice documents for information. The Architektenkammer Berlin and the Baukammer Berlin will advise before, during and after the competition in accordance with the RPW 2013. The scheduled dates for the competition procedure are: Publication of the announcement: beginning of October 2026 / Submission of competition entries: beginning of December 2026 / Jury session: end of January 2027. The following documents must be submitted for the application to participate in the competition via the platform of wettbewerbe aktuell: ● a) Fully completed participation form-self-declaration (HE_Teilnahmebogen_Eigenerklaerung.pdf); ● b) Reference sheet with the stated reference - 1 DIN A4 page; ● c) only in the case of applicant consortia: separate participation form and the attached form IV_128F_Erklaerung_Bewerber_Bietergemeinschaft.pdf); ● d) only in the case of qualification loan by subcontractors: separate participation form and the attached forms IV_126F_Verpflichtungserklaerung_anderer_Unternehmer.pdf and IV_125F_Unterauftraege_Eignungsleihe.pdf. No further documents / evidence for the self-declarations are to be submitted in the qualification competition. In the subsequent negotiation procedure in accordance with the VgV, the contracting authority will check the eligibility to participate and the existence of the suitability in accordance with the suitability criteria under 5.1.9 of the Notice.
