The House of Culture in Waldkraiburg has been a central cultural and social meeting point for the city since 1989. It offers a wide range of activities in the areas of culture, education and community. Financial constraints require a restructuring of the uses. Previous uses should be phased out, new ones should be possible. As part of this strategic realignment, the building is to be developed into a modern civic and cultural centre that flexibly meets the needs of various target groups today and in the future and at the same time ensures an economically sustainable operation. The restructuring aims to include, for example, optimised event spaces, an improved catering area and an integrated library with innovative concepts. Given the city's financial challenges, the focus is on synergies, flexibility and a sustainably modernised infrastructure. The floor plans should be designed to be as flexible as possible, with as little intervention in the building fabric as possible. The award will be made directly after the negotiation procedure. Initially, performance phases 1 to 2 in the building and interior design services according to §§ 33 ff. HOAI for all buildings will be commissioned. Subsequently, performance phases 3 to 9 will probably be commissioned in stages. There is no entitlement to the award of all performance phases. The commission also includes the following special services: support for grant funding costs, explanatory report, support for the grant notification and development and creation of special building regulations for preventive and organisational fire protection. The negotiation procedure will ask bidders for solutions for the restructuring of the catering area. All bidders who submit a compliant offer and a compliant solution proposal but do not receive the contract will be paid 6,000 € including VAT for the solution proposal. The gross construction costs for the overall construction measure of cost groups 100 to 700 are currently estimated at 1.3 million €. The award of performance level 1 is scheduled for the end of 2026.
