Description
The framework agreement is single-supplier and is executed in accordance with Articles R. 2362-1 to 6 of the Public Procurement Code (PPC) with a part to purchase orders in accordance with the provisions of Article R. 2362-8 of the PPC and a part to subsequent contracts in accordance with Article R. 2362-7 of the PPC. The aim is to ensure the security of activities via a network of interconnected surveillance cameras, in part, equipping the various enclosures of the site. The expected services for the part to purchase orders are: the state 0 of the existing installation in order to detect defective installations, ordinary maintenance of part of the current video system with possible repairs after state 0 (MHO), the supply and installation of cameras (including travel), the supply of a mobile set for viewing and recording, the ordinary maintenance of SSI (Information Systems Security), the supply of associated equipment, the preventive annual operational maintenance (MCO) with 2 on-site interventions, the documentary update and configuration management and all associated costs, the corrective MCO services (supply and installation of materials), the transferability/reversibility services. The subsequent contracts will specify certain subsequent services, the characteristics and execution modalities of which are not set out in the framework agreement. The place of execution is that of DGA Techniques Navales, site of Tourris. Mandatory visits will be scheduled on the site of DGA Techniques Navales, site of Tourris. The deadline for submitting tenders is set for 24/08/2026 at 16:00 (Paris Time). The date and time limits indicated in section 5.1.12 are in UTC format. This is a Defence or Security Contract. The present project of contract is the subject of a formalised negotiated procedure with competition and prior publicity, in accordance with the provisions of Articles L 2324-1, L 2324-3, R 2324-1, R 2324-3, and R 2361-8 to R 2361-12 of the PPC. The framework agreement is concluded for a validity period of 7 (seven) years. The framework agreement is concluded without a minimum amount. The maximum amount is 600,000.00 € VAT. This maximum amount corresponds to an overall estimate for the framework agreement project, without any commitment on the part of the State to reach it. The maximum amount indicated in sections 2 and 5 below is in euros, excluding tax. The present contract notice concerns only the CANDIDATURE PHASE. The consultation dossier will be sent subsequently to the candidates admitted to tender. The provisions of Article R 2394-1 of the PPC (clauses for reviewing the conditions for price variations, developments, spare parts supply, crisis situations) may be applied. The contract project is sensitive, in accordance with the provisions of the IGI and IM cited. The services due under the present framework agreement may require access to one or more of the following categories of site: a protected zone, a vital point (PIV), a regulated nuclear access zone, a reserved zone, a closed military site or a restricted regime zone. The provisions of the defence code, of the Interministerial General Instruction 1300 on the protection of the national defence secret (referred to as "IGI" in the rest of the text), of the Ministerial Instruction 900 relating to the protection of secret and restricted and sensitive information (referred to as "IM" in the rest of the text), of the penal code and specific regulations as well as those of the prevention plan of each site concerned will be applicable depending on the category of site concerned. Thus, an administrative investigation for intelligence and security may be carried out in respect of natural persons outside the Ministry of the Armed Forces who may be required to intervene on one of its sites. This prior administrative investigation for access to sensitive zones will be the subject of strictly defined management for each site.
