The North Ostrobothnia Wellbeing Services County (Pohde) invites tenders for lock and door automation products and related services. The main procurement of goods and services is for properties owned by Pohde, but there is also some need for leased properties. The property list as of 1.6.2026 is attached to the tender notice. The property list is updated as operational sites change, and procurement agreements cover all properties that will be owned by and under the maintenance responsibility of Pohde in the future. Operational sites may also be removed. In addition to Pohde, the following property companies are involved in the procurement: * Kiinteistö Oy Oulun Heikinharju (sub-area 2) * Kiinteistö Oy Muhoksen Päivärinne (sub-area 2) * Kiinteistö Oy Medikomppania (sub-area 4) The agreement is also used for door automation products procured under the Act on Services for Persons with Disabilities (Section 22 Support for Accessible Housing), which are installed in private individuals' residential properties and apartment buildings. The procurement is divided geographically into sub-areas: 1. Locking Services Oulu University Hospital and Peltola Campus (Peltola psychiatric units and Konsti developmental disability care) 2. Locking Services Oulu, Oulunkaari and Lakeus 3. Locking Services Koillismaa 4. Locking Services Rannikko and Southern Oulu The municipal boundaries of the sub-areas are detailed in the sub-area-specific information and in the attachment "Tender Notice Municipal Boundaries." A tender can be submitted for one or more sub-areas. The contract period is estimated to be 1.10.2026 - 30.9.2028. The procurement includes two possible one-year extension options. The estimated maximum value of the procurement is 2,800,000 € over a 4-year procurement period. The consumption figures possibly indicated in the tender notice are estimated annual consumption. The bidder must take into account that the total value and volume of the procurement may deviate from the estimates. There is no historical data available for the value of the procurement, and therefore the procurement unit cannot estimate the exact scope of the procurement and item-specific costs. The agreement does not obligate the supplier to reserve resources and goods for Pohde's needs, except for Sub-area 1. One supplier will be selected for each sub-area. The decision is based on the tender with the highest total score that meets the mandatory requirements.
