Community living is a social service designated in Section 11 of the Act on Private Social Services. The service provider is responsible for the community living service. Care services are provided as home care services and support services (subcontracting based on agreement is also applicable) according to the needs assessment made by the Customer Guidance for the Elderly. The service provider producing home care for community living must have appropriate social and health care permits. The service subject to the procurement is described in more detail in Annex 1 (1) of the invitation to participate. The specific objectives set by the buyer for the procurement are:

1. Promoting the customer's freedom of choice

2. Developing the quality of the service to meet customer needs

3. Supporting the multi-producer model

4. Enabling the flexible entry of new businesses to the market

5. A service model that supports the financial capacity of the well-being services county
