Poland – Transport services (excl. Waste transport) – Dynamiczny System Zakupów - Usługi transportów specjalistycznych obejmujących transport krajowy i międzynarodowy dzieł sztuki i obiektów muzealnych wraz z usługami towarzyszącymi, w szczególności pakowaniem, zabezpieczeniem, transportem specjalistycznym, obsługą logistyczną

Specialised transport services covering domestic and international transport of artworks and museum objects, along with accompanying services, in particular packing, securing, specialised transport, and logistics. 1. The procedure for establishing a dynamic purchasing system (DPS) is conducted in accordance with Articles 316-324 of the Act of 11 September 2019 – Public Procurement Law (hereinafter: "PCL"), the executive regulations issued on the basis thereof, and the present SWZ. 2. In accordance with Article 316(1) of the PCL, the procedure for establishing a DPS and for awarding contracts covered by this system shall be subject to the rules governing the restricted procedure, unless the provisions of the Act provide otherwise. 3. The procedure is conducted in Polish. 4. Access to the DPS is free of charge. 5. Awarding contracts within the DPS is as follows: • The contracting authority qualifies Contractors for the DPS (on the basis of this procedure and throughout the 24-month period of the DPS, which means that any interested Contractor may apply to the DPS at any time. • When the contracting authority wishes to award a contract for a specific transport of artworks and museum objects – it will request tenders from Contractors covered by the DPS, who have previously submitted applications and been qualified. • Qualifying a Contractor for the DPS gives them a guarantee of being invited to submit a tender in each procedure covered by the DPS from the time of the Contractor's qualification to participate in the DPS. The contracting authority is obliged to invite all participants in the DPS to submit tenders for each contract awarded under this system. An invitation to submit a tender is not linked to an obligation to submit a tender. • Admission to the DPS takes place through the verification of the JEDZ and documents confirming the fulfilment of the conditions for participation in the procedure and the absence of grounds for exclusion from the public procurement procedure. The contracting authority is obliged to qualify the Contractor in terms of subject matter within 10 days from the date of receipt of the application for admission to the DPS. This period may be extended to 15 days in justified cases. 6. The DPS has been divided into the following categories: • Category 1 – domestic transport of artworks and museum objects, covering the transport of museum objects and artworks within the territory of the Republic of Poland, • Category 2 – international transport of artworks and museum objects, covering the transport of museum objects and artworks between the Republic of Poland and other countries. 7. The contracting authority allows applications for admission to the DPS and tenders in relation to one or both categories. 8. The contracting authority does not envisage the submission of tenders in the form of electronic catalogues or the attachment of electronic catalogues to tenders.
