Germany – Engineering design services for mechanical and electrical installations for buildings – Maßnahme B52HE152000109, Technische Hochschule Nürnberg, Sanierung der Verwaltungsgebäude am Prinzregentenufer 41 und 45, Fachplanung Technische Ausrüstung M
Description
Scope of Procurement - Description: Specialised planning for mechanical engineering (plant groups 1, 2, 3 and 8 according to Appendix 15.2 of the HOAI) for the renovation of the listed administrative buildings Villa KS and KR of the Technische Hochschule Georg-Simon-Ohm (THN). The Free State of Bavaria, represented by the StBA Erlangen-Nürnberg, intends to renovate buildings KS and Villa KR of the THN at Prinzregentenufer 41 and 45. The villas KS (built in 1922) and KR (built in 1928) are two detached buildings on a site area of 3,497 m². The net floor area (NRF) of both buildings totals 1,296 m²; they are completely empty. They are primarily used for administrative purposes. Furthermore, the villas are to be made available as the heart of the campus for other user groups of the THN. The realisation of office and administrative rooms as well as co-working areas, meeting rooms and multifunctional areas, among other things for smaller events, is planned. The two villas are listed buildings. Apart from minor alterations, no renovations have been carried out for over 45 years. In particular, KR is in a very dilapidated condition with extensive facade, masonry and moisture damage. KS, although in better condition, also has cracks and plaster flaking on the external walls as well as rising damp in the basement area. The buildings no longer meet functional, technical and hygienic requirements. The building fabric requires a complete renovation, which in the same way includes the associated technical facilities. The building services and installations are almost completely worn out and must be upgraded to current standards. The space programme specified by the user is to be realised in the two buildings: NUF 1-6: 1,143 m² NUF 7: 109 m² TF: 44 m² The complex must comply with the requirements of fire protection, accessibility and monument protection. The monument protection concerns are to be coordinated and taken into account to the highest degree. In terms of building physics, the energy standard in state building construction EGB 55 is to be aimed for. The contract includes both buildings as an overall measure, planning and construction implementation should run in parallel as far as possible. For this reason, both buildings are considered together for each plant group in the object formation. The fee will be determined according to the sum of the eligible costs. For better traceability, cost statements, planning characteristics and tenders are to be determined individually for each building and summarised and added together. The construction implementation is to be realised according to the principle of economy. It must be assumed that various harmful substances are present, in particular KMF in insulation materials and asbestos, for example in floor coverings and seals. Preliminary investigations have already been carried out for this, and supervision by a hazardous substances expert is planned. In the course of the dismantling of technical systems, all harmful substances must be completely and professionally disposed of. The aim is a building free of harmful substances. KG 410 - Sewage, water and gas systems In both buildings, the sanitary installation is to be renewed according to the existing room book. The old installations are to be completely dismantled before renovation. The house connection for the drinking water supply in the KR building is currently made directly via the municipal supplier. It is to be checked whether a connection to the existing campus network is possible in the future. In both public buildings, a barrier-free WC is to be planned in each case. The technical systems are to be reduced to a minimum. It is to be clarified in the planning whether sanitary facilities below the backwater level can be dispensed with. The connections to the rainwater and sewage disposal outside the buildings were renovated in 2023. Technical systems such as cisterns for rainwater utilisation are to be checked in the preliminary planning. KG 420 - Heat supply systems In both buildings, the heat supply is to be completely renewed and dimensioned anew in the planning by means of a heat load calculation. The old installations are to be completely dismantled before renovation. In the future, both buildings are to be supplied via the existing THN campus district heating network. It is to be checked whether the connection capacity of the district heating transfer station (N-Ergie) is sufficient. There is already a district heating connection in the KS building, the KR villa is currently heated with gas. Here, a district heating connection must be created. In the course of the planning, it is to be checked whether heat provision via a low-temperature surface heating system is possible. KG 430 - Air conditioning systems There are currently no room air or cooling systems in the existing building. In the future, a minimum air change is to take place in the WC area. Further technical ventilation systems are not planned at present, the scope is to be limited to an essential minimum, the use of window ventilation is aimed at. The summer heat protection is to be observed. Mechanical cooling is to be dispensed with as far as possible, but is necessary at least for the necessary IT infrastructure. KG 480 - Building automation and automation of civil engineering structures Currently, there is monitoring by building automation. In the future, fault and operating messages as well as the metering of the energy consumption of the plant technology are to be connected to the higher-level building management system of the technical operations service. Further technical challenges in the course of planning and implementation The structural fire protection is to be implemented consistently, approvals in individual cases are to be avoided. It is assumed that no fire protection technical systems from plant group 7 will be necessary. Further planning challenges will be the limited technical areas and the implementation of sound insulation.
