The North Ostrobothnia well-being region (Pohde) is establishing a dynamic purchasing system (DPS) to procure the items described in this participation request for the needs of Pohde and its YTA region. The YTA region includes the Lapland well-being region (Lapha), the Central Ostrobothnia well-being region (Soite) and the Kainuu well-being region. The procurement unit will tender the procurements through separate internal tenders within the DPS, to which suppliers approved in the system may participate. The procurement unit will approve all candidates who submit a participation application and meet the suitability requirements set for the candidates. The procurement procedure of the DPS is described in more detail in Appendix 1 of the participation request. The subject of the procurement are ophthalmic surgical implants, instruments and supplies. The procurement includes, among other things, sutures, implants, prostheses and therapeutic contact lenses, eye supplies, general ophthalmic supplies, ophthalmic preparations and ophthalmic instruments. The procurement has not been divided into parts/sections, as the procurement unit considers that, taking into account the structure of the market for ophthalmic surgical products, the uniformity of the supplier base in different product groups and the purposeful management of the procurement procedure, a dynamic purchasing system is appropriate to implement as a single entity. Individual procurements will be tendered within the dynamic purchasing system according to the procurement needs, so that the products to be procured and the requirements related to them are defined in each tender request. The internal tenders of the dynamic purchasing system are divided into sections. The procurement unit has the right to procure equipment outside the dynamic purchasing system if necessary, for example, through separate tenders, direct procurements or existing agreements, within the framework of the procurement law. The dynamic purchasing system is valid until 30.9.2036, unless it is shortened or extended by a separate notice. The use of electronic auction in internal tenders is possible.
