With this tender, Summa aims to conclude a framework agreement with one party acting as a Broker for external hiring within the organisation. The broker is responsible for ensuring that the hiring process within Summa is conducted in a careful and professional manner. The contract includes the external hiring of external professionals for education-related roles, as well as supporting and policy-related roles. The broker is responsible for implementing a streamlined, transparent, and lawful hiring process, including the recruitment and selection of potential candidates, contracting, administrative handling, and ensuring compliance with applicable laws and regulations. The current annual expenditure on external hiring, based on historical data, amounts to approximately €4,500,000, excluding VAT. These expenditures have been relatively stable in recent years, leading to the general expectation that these annual expenditures will be of a comparable magnitude during the term of the agreement. With a maximum duration of 6 years, including extensions as described in paragraph 1.4, the estimated value of the expenditures on external hiring during the term amounts to €27,000,000, excluding VAT.
