Belgium – Architectural and related services – Désignation d'un.e auteur.e de projet pour la Reconstruction de l'Implantation "De Cock" de l'Athénée royal de Ganshoren

The services covered by this contract concern the project to reconstruct school infrastructures dedicated to the upper secondary level of the Athénée royal de Ganshoren (ARG) – "De Cock" site, located at 1 Rue Auguste De Cock, 1083 Ganshoren. As part of a reorganization of the establishment, the "De Cock" site, initially occupied by the entire secondary school in old prefabricated pavilions, will be reconstructed and dedicated solely to students in the 4th, 5th, and 6th years of general and vocational secondary education (sports animator, accounting, visual arts). In this context, the capacity of the upper level will increase from 480 students to 780 students, distributed across 30 classrooms. The management of the Athénée royal will remain on the "De Cock" site, as will the offices for the psycho-medico-social center (CPMS). The lower level (1st, 2nd, and 3rd years) will be transferred to another site already occupied by the primary school, in the spirit of the "common core". The "De Cock" site must provide for all the following needs: cafeteria, secretariat, administrative offices, sports facilities, laboratories, classrooms, toilets, etc. The sports facilities will be made accessible outside of school hours. The total estimated floor area to be constructed is 10,569.72 m² gross. The surroundings of the reconstructed area will be landscaped with green spaces, courtyards, and covered playgrounds. The access points to the site will be re-evaluated. The site area is 11,796 m². The spirit of a "school among greenery" will be maintained. ATTENTION: it should be noted that the demolition of existing buildings and surroundings is not an integral part of this contract. The site will be cleared and demolished beforehand. This project is part of the first call for projects under the Exceptional Investment Plan for School Buildings (PIE) and the calls for projects for the "Creation of new places" in the French Community of 2018 and 2019. In accordance with the requirements of the PIE, it must meet the enhanced PEB requirements to achieve a Nearly Zero Energy Building (QZEN) -20% standard and comply with the principles of DNSH. The site is included in the PPAS "Cœur vert" of the Commune de Ganshoren; the surrounding nature is therefore a predominant element to be considered. In this context, the purpose of this contract is to appoint the project manager in charge of the studies and supervision of the execution of the works, which will include all services related to the field of new construction. ATTENTION: it should be noted that the project is subsidized, which will have implications for the mission in terms of budget, deadlines, monitoring, document production, etc. These implications are detailed in the following text.
