Description

The subject of the public procurement contract is the implementation of energy-efficient measures in the contractor's facilities using the EPC method. This is a comprehensive public procurement contract including preparation, including project design, implementation/construction of the designed measures, and subsequent long-term monitoring and evaluation of the results of the implemented energy-efficient measures (for a period according to the SES, but at least 10 years), whereby the supplier, with whom the contract will be concluded, will provide the contractor with contractual guarantees/guarantees for achieving the contractually agreed energy cost savings and for achieving the expected economic benefits of the project. The supplier will independently propose specific energy-efficient measures and include them in the EPC project, which will then be implemented in the facility (facilities). At the same time, it must implement the so-called mandatory measures specified in Article 2.6 of the basic document of the tender documentation (hereinafter also "ZD"). The proposed energy-efficient measures will, according to the contractor's assumptions, cover the areas of heating, cooling, ventilation, lighting, and the consumption of hot and cold water. The supplier bears the relevant risk of failure to achieve savings from the implementation of the measures it proposes and implements. The subject of the performance of the public procurement contract is, in accordance with the above, at least this scope of activities: 1. proposal of energy-efficient and possibly other measures and technologies for the use of OZE for the contractor's facilities (see place of performance of the public procurement contract), 2. preparation of the relevant implementation and project documentation for the implementation of energy-saving measures, if the given measure requires it, or technical documentation for professional measures, where it is not required by the building law to prepare project documentation for a building permit or implementation documentation of the building (TZB – technical equipment of the facility), 3. ensuring the formalities related to obtaining a building permit, if the proposed measure will require it, 4. delivery and installation of all energy-saving measures (including any construction-related measures) and technologies for the use of OZE "turnkey", 5. preparation of documentation of the actual implementation of the proposed and mandatory measures, 6. preparation of operating rules for newly installed equipment, 7. training of the contractor's employees in the operation of the newly installed equipment, 8. financing the construction of all measures (the contractor does not provide deposits), using grants and the contractor's own resources 9. energy management (services including continuous monitoring and evaluation of achieved energy savings) for the duration of the warranty, including inspection of the installed equipment, 10. provision of a guarantee for achieving the expected cost savings for the contractually agreed period (for the duration of the warranty). 11. Communication and cooperation with processors of applications for grants for the agreed installed measures The contractor does not anticipate the lease of existing and new equipment selected by the supplier, nor their operation. The subject of the offer is also not the provision of the purchase of natural gas by the supplier and the subsequent sale of thermal energy to the contractor.
