Romania – Sleepers and parts of sleepers – Traverse din beton echipate cu sisteme de prindere elastica directa

Compania Nationala de Cai Ferate "CFR" - SARomaniaPublished on Sep 02, 2026
Deadline passed

Description

Concrete sleepers are used on railways to create the superstructure and to mount the rails on sleepers via fasteners. Concrete sleepers absorb the dynamic loads from the rail and transmit them to the track bed. Due to the demands placed on them during operation by the forces exerted by the moving train and the climatic conditions of operation, concrete sleepers wear out, making it impossible to ensure a firm fastening of the rails, with negative effects on the track gauge. The lack of a firm fastening of the rails can lead to serious disruptions to the track superstructure. To avoid disruptions, it is necessary to replace isolated or in series, some used concrete sleepers with new ones of various types. The permanent operation of the railway lines is ensured by maintaining the components of the track and their geometric condition parameters within the tolerances admitted, as provided for in the CFR service instructions and regulations. Due to the advanced degree of deterioration of the physical parameters and condition, disruptions occur in train traffic. To avoid disruptions and possible railway incidents, it is necessary to periodically replace (depending on the gross tonnage stored, deterioration for various reasons, etc.) the reinforced concrete sleepers. The products are monoblock-type sleepers, made of pre-stressed reinforced concrete and equipped with direct elastic fastening systems for railways with a normal track gauge (1435 mm) and standardised track gauge widenings of 10 or 20 mm, for railway curves with track widenings where it is necessary to increase the normal gauge for the correct entry into curves of the rolling stock and are necessary for the maintenance and repair of lines, activities that are carried out on the basis of approved work programmes. The implementation of these work programmes in accordance with the provisions of the special instructions is conditioned by the assurance of the adequate material base. The lack of a firm fastening of the rails can lead to serious disruptions to the track superstructure. To avoid disruptions, it is necessary to replace isolated or in series, some used concrete sleepers with new ones or by replacing the non-compliant wooden sleepers located mainly in the curve areas and within the maintenance works with the replacement in series of the track superstructure elements. The minimum and maximum quantities estimated during the framework agreement, and the minimum and maximum quantities that could be the subject of a single subsequent contract are presented in table 3.3.1.1 of the technical specifications no. 2.A/1/316/21.04.2026. Any interested economic operator has the right to request clarifications/additional information regarding the award documentation up to the 22nd day before the deadline for submission of tenders. The contracting entity will respond clearly and completely to all requests for clarifications/additional information regarding the award documentation by the 12th day before the deadline for submission of tenders. The contracting entity will not respond to clarification requests submitted after the set deadline. Any request for clarification must be sent in SEAP, signed with the extended electronic signature.
