Finland – Cleaning services – Kiinteistö- ja tuotantoympäristöjen puhtaanapitopalvelut

**1. Contract Title and Scope**

Alva-yhtiöt Oy (hereinafter the Contracting Authority) is initiating a procurement procedure for the selection of property and cleaning service partners or a partner. The procurement relates to critical infrastructure properties and production environments. The procurement will be carried out as a special procurement in accordance with the Act on Procurement in Special Sectors. The contract title is: Property and Production Environment Cleaning Services.

The procurement consists of the following service packages:

• Cleaning services for energy production plants, as well as office and support facilities

• Cleaning services for water and wastewater treatment plants, as well as office and support facilities

• Cleaning services for the electricity grid company's offices and support facilities

The service packages include maintenance cleaning, process cleaning, periodic tasks, and additional tasks ordered separately depending on the target.

**2. Contract Objects and Operating Environment**

The objects of the procurement are related to the Contracting Authority's energy, water, and wastewater management operations. The objects include, among others:

• Heat power plants

• Energy production process, control, laboratory, and social facilities

• Water treatment plants and water intakes

• Wastewater pumping stations

• Technical facilities and separate locations

• Office and support facilities

The objects are mainly in use, critical to safety, and partially manned. In many objects, the following are emphasized:

• Process safety

• Hygiene requirements

• Occupational safety

• Operational reliability

• Electrical safety

Partnership: The Contracting Authority and the supplier selected for the procurement act as partners and aim to develop operations by removing obstacles, trialing new operating models, and sharing the risks and benefits of development activities. The goal of the partnership is to ensure long-term, cost-effective, safe, and economically low-risk operations for the parties to the agreement. The partnership approach aims for a flexible operating model where challenges arising from circumstances or the other party can be responded to quickly by utilizing the expertise and resources of both partners. Within the procurement, open dialogue is sought, and the influence possibilities of the parties are considered, for example, in scheduling and the implementation method of the tasks. A prerequisite for long-term partnership is commitment to continuous improvement and development of operations, taking into account the needs of the parties and stakeholders.

**3. Procurement Structure**

The Contracting Authority divides the procurement into four parts. Part 1 Energy production plant, as well as office and support facility cleaning services Part 2 Water and wastewater treatment plant, as well as office and support facility cleaning services (Jyväskylä area) Part 3 Water and wastewater treatment plant, as well as office and support facility cleaning services (Viitasaari) Part 4 Cleaning services for the electricity grid company's offices and support facilities

The final structure of the procurement will be defined in the preliminary tender. Market mapping has been conducted with suppliers.

**4. Security and Confidentiality**

The objects of the procurement are related to critical infrastructure. Therefore:

• Suppliers will be required to accept a non-disclosure agreement (NDA) and this agreement must be signed before the tender material is released.

• Detailed target and process information will only be shared to the extent necessary

• The reliability, familiarity, and safety expertise of the personnel are key requirements

**5. Procurement Procedure**

The procurement will be carried out in accordance with the Act on Procurement in Special Sectors. Preliminary procurement process schedule:

- Submission of participation applications by 12:00 p.m. on 12.8.2026

- Submission of preliminary tenders week 39/2026

- Negotiations week 40-41/2026

- Final tender by 23.10.2026

- Submission of final tenders by 13.11.2026

- Tender review and procurement decision week 47/2026

- Contract period starts 1.3.2027

**9. Estimated Contract Value and Duration**

- The basic contract period is 1.3.2027 - 28.2.2029. The Contracting Authority also has the right to two (2) one (1) year extension options after the basic contract period. The Contracting Authority makes a decision on the possible use of each option at the latest three (3) months before the end of the current contract period by notifying the Supplier in writing.

- Total contract value: approximately 1,000,000 euros (VAT 0%)
