Germany – Business services: law, marketing, consulting, recruitment, printing and security – IKI Programmevaluation 2026/27

The subject of the present tender is a cross-project evaluation of the entire IKI funding programme. This includes the accompanying success control at the programme level for the period from 2022 to 2027. The programme evaluation takes the IKI as a whole funding programme into account and is fundamentally oriented towards the evaluation criteria listed in §7 paragraph 2.2 of the Federal Budget Act (BHO): achievement of objectives, impact and cost-effectiveness. It makes cross-cutting assessments of these criteria, partly at the level of the entire funding programme, partly at the level of individual IKI funding instruments, and to answer selected questions also at country level or on the basis of data from certain IKI project clusters. Thus, within the framework of the programme evaluation, no individual projects are evaluated, rather, an assessment and evaluation of the central assumptions, instruments, mechanisms of action and effects already achieved by the programme is carried out.
