Description

HUS (hereinafter "HUS") is establishing a dynamic purchasing system (hereinafter also "DPS") for the procurement of various orthopaedic implants. HUS invites applications to participate in the dynamic purchasing system for orthopaedic implants. Applications to participate in the dynamic purchasing system can be submitted throughout its duration. All candidates meeting the suitability requirements will be included in the dynamic purchasing system. The actual procurements will be made through internal competitions within the dynamic purchasing system, where the procurement target is described and specified. The target of the DPS is orthopaedic implants used in specialist healthcare and the instruments and installation materials possibly related to their use. HUS has existing, tender-based procurement agreements for orthopaedic implants and related materials. The purpose of this DPS is not to procure the products included in the aforementioned procurement agreements, but rather to utilise this DPS for any additional procurements required. The internal procurements within the DPS may relate to, for example, the following products / product groups related to orthopaedic implants and materials: - Bioabsorbable screws - Cannulated screws - Various fracture treatment plates - Bone replacement materials - Silicone implants - Instruments for orthopaedic surgeries - Possible new innovations. Bids can be submitted to one or more internal competitions. The dynamic purchasing system for orthopaedic implants will remain in force until 31.12.2031, unless otherwise notified. At the time of publishing the invitation to participate, HUS estimates that approximately 10 tender competitions will be organised within the dynamic purchasing system in 2025 and in the years 2026-2031 according to the needs that will be specified later. At the time of publishing the invitation to participate, HUS estimates the total value of the dynamic purchasing system for its entire duration to be a maximum of 40,000,000 euros, taking into account all procurements that may be made within the system. The estimate is preliminary and is based on the procurement needs known at this time. HUS does not commit to any procurement quantities or contractual obligations with this notice. Applications to participate in the dynamic purchasing system can be submitted throughout its duration. However, HUS emphasises that, according to the preliminary estimate, the internal competitions will commence at the beginning of 2025, which is why HUS recommends that suppliers interested in the procurement submit their application as soon as possible. Suppliers cannot participate in the internal tender competitions within the DPS unless they have been accepted into the dynamic purchasing system. The actual procurements will be made through internal competitions within the dynamic purchasing system, where the procurement target is described and specified. A separate agreement will be concluded for each internal competition. The contract period will be specified in the internal competition. Suppliers can apply to participate in the dynamic purchasing system if they meet the suitability requirements, which are specified in the ESPD form and in the section Procurement target criteria. All candidates meeting the suitability requirements will be included in the dynamic purchasing system. APPLICATION OF THE IPI REGULATION AND MEASURES The dynamic purchasing system will apply the IPI regulation and measures of the European Commission (Commission Implementing Regulation (EU) 2025/1197, Article 2; Regulation (EU) 2022/1031 of the European Parliament and of the Council, Article 8). Pursuant to the IPI measure, the contracting entity must exclude from the procurement procedure suppliers originating from the People's Republic of China. In addition, the contracting entity must apply the obligations specified in Article 8 of the IPI Regulation regarding the suppliers selected in the tender competition, in the internal competitions of the dynamic purchasing system, if the estimated value of the internal competition exceeds the EU threshold (IPI Regulation, Article 6, paragraph 5). The dynamic purchasing system is described in more detail in this invitation to participate and its annexes.
