Description

Within the framework of an existing transformation plan, the temporal, technical and economic requirements for the conversion of the existing fossil district heating supply of Stadtwerke Weimar GmbH to a heat supply through renewable energies, in accordance with legal requirements, have been developed. The processing was carried out in accordance with the directive of the Federal Funding for Efficient Heat Networks (BEW). The transformation plan essentially comprises the basic investigation for the transformation of district heat generation and is thus based on the performance phase (LP) 1 of the HOAI. The contracting authority also has a concept study, which evaluates and summarizes the approaches to the new heat generation and storage. According to this, it includes the following major components, which have been subject to a preliminary design:

- Sewage intake structure, approx. 500 m3

- Heat pump plant sewage/Fernwärme, air/Fernwärme approx. 2 x approx. 17 MW

- Ground heat storage approx. 38,000 m3, + approx. 158,000 m3

- Solar thermal plant, approx. 10,000 m2

- Electrochemical storage 15 MW

In addition to the named components of the concept study, the infrastructure to be planned for this purpose is listed with the following key data:

- Heat mains – approx. 8.8 km

- Technical building approx. 2,000 m2 usable area

- EMSR fully

The transformation of the district heating is to take place in 2 stages (expansion stage 1 by 2030, expansion stage 2 by 2035). This is necessary in order to be able to generate the legally prescribed proportion of renewable energy within the specified time windows. Both expansion stages complement each other and are to be considered and planned together. To complete the development of the transformation plan in accordance with the BEW directive, the preliminary, design and approval planning, based on LP 2 – 4 of the HOAI, must now be carried out for both expansion stages. These services are the subject of the present invitation to tender. They are to be awarded to a contractor by means of a general planning contract. The planning must meet the requirements of the Federal Office for Economic Affairs and Export Control (BAFA) for planning within the framework of the Federal Funding for Efficient Heat Networks (BEW) programme, Module 1 – Transformation Plans, in order to be in line with funding requirements. The contractor must provide all the planning services necessary for the implementation of the project - including the services related to the approval procedures - on the basis of the documents provided by the contracting entity. At the time of the EU-wide announcement, the contracting authority does not yet have the necessary committee resolutions and funding commitments. The tendering procedure is therefore subject to a reservation until the necessary approvals and funding commitments are granted.
