The Association for Vocational Training in the Construction Industry North (hereinafter: VBB Nord) operates the BAU ABC in Bad Zwischenahn. The BAU ABC in Bad Zwischenahn offers various training and further education measures for crafts, industry, trade and public institutions. It currently has 17 training halls for practical training with approx. 680 training and over 750 training places. In addition, the 90,628 m² site has an administrative building, a canteen and two dormitories with 192 overnight accommodation. VBB Nord intends to construct new buildings and (partially) renovate existing buildings on the site of the BAU ABC. Specifically, this includes the following buildings and areas: 1) Training hall building 30 and the adjacent new construction of training halls buildings 27 to 29. Training hall building 30 was completed in 2023 and is used for theoretical and practical inter-company initial training in the construction industry. The building has a base area of approx. 45 x 25 m and is divided into two areas: i) A two-storey workshop-supplementing area with two-shell masonry measuring 7 x 25 m, in which training and social rooms are located. ii) Adjoining this solid structure is a steel frame construction with a sandwich shell measuring 38 x 25 m, which serves as a workshop area and is used for practical training. VBB Nord intends to build three further training halls (buildings 27 to 29), which will adjoin building 30 to the workshop-supplementing area (see section i) above) and are to be constructed in a similar manner, so that a homogeneous building ensemble will be created upon completion. 2) Steel frame hall. On the site of the BAU ABC there is also an existing building with a steel frame structure clad with trapezoidal sheeting (hereinafter: steel frame hall). This steel frame hall is to be dismantled from its current location. Instead of the steel frame hall, a parking facility for E-construction equipment (building 31) is to be built on this site in the future. 3) Main building (building 1). As part of the renovation of the BAU ABC, a new approach for the fire brigade must be created in the main building (building 1). The reason for this is that the existing FIBS can no longer accommodate the new buildings 27-29 due to lack of space. Therefore, a room that meets the requirements of such a FIBS is to be separated off in the foyer. Exact dimensions can be found in the enclosed planning documents. Due to the creation of an additional room, a sub-distribution must be upgraded. Since this distribution is located in the necessary corridor, it must be clad with a fire protection enclosure. 4) Outdoor rack storage area. To meet the storage areas required for training, an outdoor rack storage area with a total storage area of 1,000 m² will be erected on the site. This is located next to building 30 and directly adjacent to buildings 27-29 and is part of this planning. For the outdoor rack storage area, a capillary-breaking layer and a continuously solid slab according to the requirements must be created. As part of the digitalisation, this outdoor rack storage area will be equipped with network connections and a loudspeaker system. The outdoor rack storage area is to be designed in such a way that it can accommodate both long goods on 3 storage levels and palletised goods, also on 3 storage levels with a load of at least 2,000 kg/pallet. The local conditions can be found in the site plan, which is enclosed with the tender documents. VBB Nord awards the contractor with architectural services for the building planning of the described measures in accordance with the performance phases 4 - 9 according to § 34 HOAI 2013 and Annex 10 to § 34 HOAI-2013, also for the entire interior design for the above-mentioned construction project. In addition to the building construction (cost group 300), the technical installations (cost group 400), the preparatory measures (cost group 200) and the equipment (cost group 600) are included in the scope of planning. A design planning is available to VBB Nord and is to form the basis for the planning to be provided by the contractor. With the completion of the design planning (performance phase 3), construction costs of cost groups 100 to 700 amount to a total of 26,346,112.83 euros gross. The contracting authority reserves the right to award the contract without negotiation on the basis of the initial tenders (see § 17 para. 11 VgV).
