Denmark – Technical testing, analysis and consultancy services – Udbud af teknisk rådgivning – forundersøgelse klimatilpasning

It has been decided, under the "Agreement on Acceleration Package for Coastal Protection" of 24 October 2025, that 11 state preliminary investigations and 3 screenings of coastal protection projects will be initiated, distributed throughout Denmark. The preliminary investigation includes a proposal for a possible coastal protection project, including technical solutions, considerations for the environment and nature, budget estimates, socio-economic consequence calculations, etc. The preliminary investigation can be used as a political decision-making basis for potentially initiating detailed planning and an environmental impact assessment prior to the construction of coastal protection. The Danish Coastal Authority will prepare the state preliminary investigations in cooperation with the affected municipalities. The consultancy agreement concerns assistance to the Danish Coastal Authority in carrying out these preliminary investigations and screenings in the form of technical and environmental consultancy services. The consultancy agreement involves the development of several constructible technical solutions for the project, which must be prepared at a level of detail that is sufficient for the preparation of economic estimates, which must also be carried out by the consultant. At the same time, a screening/ mapping of which relevant environmental investigations will need to be included in a later preparation of an environmental impact assessment must be carried out. Environmental impact assessments are not part of the task. The level of knowledge for the individual sections included in the preliminary investigations/screenings varies greatly, as does the complexity of the structures accordingly. The scope and content of the consultancy services will therefore also be different for each section and will be finally determined in connection with the start of the preliminary investigation for the individual section. At an overall level, however, it is expected that the individual preliminary investigations will include all or parts of the following (non-exhaustive) services: • Preparation of one or more constructible technical solutions at a level of detail that can form a sufficient basis for the preparation of valid project estimates at the pre-project level. • Preparation of reports for technical solutions based on existing data and carrying out any relevant investigations. • Preparation of a screening of the coastal protection structures along the entire preliminary investigation section in accordance with the Environmental Assessment Act, so that it is clarified whether the pre-project can have a significant impact on the environment, and whether an environmental impact assessment should be prepared later. The screening must follow the form and framework of the Environmental Assessment Act. • Preparation of associated project estimates for the technical solutions, which follow the principles in the Danish Road Directorate's "New Construction Budgeting (NAB)".
