The KoPart eG is a purchasing cooperative of the cities and municipalities in North Rhine-Westphalia. It supports public contracting authorities in the preparation and implementation of procurement procedures in accordance with public procurement law. The Kommunal Agentur NRW GmbH, a service company of the Kommunal-Stiftung NRW of the Association of Cities and Municipalities of North Rhine-Westphalia and a member of the KoPart eG, supports the KoPart eG on the basis of a commercial agency agreement in terms of personnel and organisation in the handling of the procedures. The dynamic purchasing system in question is established and operated by the KoPart eG as a procurement service provider or central procurement body. Eligible contracting authorities are the members of the KoPart eG, their municipal institutions and legally independent procurement bodies, insofar as they are public contracting authorities within the meaning of § 99 GWB, as well as all public contracting authorities within the meaning of § 99 GWB with their seat in North Rhine-Westphalia or Rhineland-Palatinate, insofar as they use the services of the DBS in accordance with these procurement documents. These may include, in particular, municipalities, municipal associations, municipal institutions, special-purpose associations, other municipal contracting authorities and other public contracting authorities of the State of North Rhine-Westphalia or the State of Rhineland-Palatinate, including the State of North Rhine-Westphalia or Rhineland-Palatinate, insofar as they are covered by the published user definition.
