The municipal waste collection system serves: residential properties and properties owned by the Municipality of Szczytno, as well as properties used for recreational purposes. The area of the Municipality of Szczytno, where the subject of the contract will be implemented, is: 346.24 km². The municipality is divided into 32 villages, which include 51 localities. The population as of 30.06.2026 was 13,352 people. The population of the Municipality of Szczytno has an increasing trend. The number and type of objects included in the system as of 01.07.2026, due to the nature of the buildings: • single-family residential buildings: 4,131 points, • multi-family residential buildings: 14 points, • holiday accommodation - holiday homes and other properties used for recreational purposes: 859 points, • properties and objects owned by the Municipality of Szczytno: 31 village halls, 39 bus stops, 2 pedestrian-cycle paths, 33 playgrounds, 10 sports fields, 7 fire stations, 1 square, 2 beaches. Waste generated during mass village events, cyclic events and mass events such as: pumpkin festival, senior festival, municipal harvest festival, spring and autumn World Cleanup Day actions implemented in municipal schools and kindergartens, and other events organised by the Municipality of Szczytno are also taken into account. Waste collection for all properties is carried out according to the waste collection schedule approved by the contracting authority, with the exception of mass events organised by the Municipality of Szczytno, which are collected upon the contractor's current notification. The collected waste is transported by the contractor to the transfer station in Trelkowo. The amount of waste collected in the last 12 months, i.e. from 01.08.2025 to 31.07.2026, was 3,238.4279 Mg. The percentage increase in waste from 2020-2025 is at the level of 5.12%. In connection with the above, the volume of waste in 2027 is estimated at the level of 3,404.24 Mg.

SCOPE OF THE CONTRACT

1) Collection and transport of municipal waste from properties included in the municipal waste management system and properties owned by the Municipality of Szczytno to the transfer station in Trelkowo for the period from 01.01.2027 to 31.12.2027, from: a. the area of residential properties, where there are approximately 4,131 properties located in 51 localities and 16 multi-family buildings in the locality of Kamionek (inhabited by approximately 600 inhabitants) and 2 multi-family buildings in the locality of Janowo - (approximately 74 inhabitants); b. the area of properties used for recreational purposes (holiday homes and plots approximately 860 properties); c. the area of properties and objects owned by the Municipality of Szczytno, where there are: 31 village halls, 39 bus stops, 2 pedestrian-cycle paths, 36 playgrounds, 10 sports fields, 7 fire stations, 1 square, 2 beaches, the list is Annex No. 1 to this description; d. collection of bulky waste, used electrical and electronic equipment, and clothing and textiles, from residential properties twice a year, and from properties used for recreational purposes (holiday homes and plots) once a year, within the deadline set by the contracting authority. The contractor will agree with the contracting authority the date and form of notification of the collection of bulky waste from residents and holiday properties, in the number of location points corresponding to the needs reported by the residents to the contractor. The contractor will include the above information regarding the deadlines for the collection of bulky waste in the waste collection schedule. Outside the collection deadlines, the above waste will be delivered by the property owner's own transport or paid for by the contractor within the deadline agreed upon by telephone to the Point of Selective Collection of Municipal Waste; e. generated during the "World Cleanup Day" organised by schools, kindergartens and villages located in the Municipality of Szczytno in the spring and autumn; f. generated during approximately 50 annual events (festivals, mass events organised by villages and the municipality) in the Municipality of Szczytno. The contractor will agree with the contracting authority the dates for the collection of waste from events. The contractor is obliged to collect the waste on the first working day after its generation and deliver it to the Transfer Station in Trelkowo on the days it is open.
