France – Electrical fitting work – MARCHE IBS-C : Marché d'études d'exécution, de travaux de marché d'électricité, courants forts, courants faibles, courants faibles industriels sensibles et instrumentation de radioprotection pour la construction d’un bâtiment technique nucléaire sur le site du DAM CESTA au Barp (33).

The contract is part of the project to build the Support Building for the Experimental Hall (BSHE) of the LMJ. The BSHE is a maintenance facility for keeping the equipment of the LMJ's experimental hall operational, characterised by: • A footprint of approx. 5 000 m2; • A total surface area of approx. 7 500 m2; • Approx. 100 rooms distributed over two levels (N0 and N+1); • Reinforced concrete building: 3 functional blocks and 6 structural blocks; • Pile foundations; • Concrete volume of around 9 000 m3; • Type IIA nuclear ventilation (flow rate 70 000 m3/h); • Clean rooms (ISO6) with recirculators or FFU (200 000 m3/h); • 1 20kV/410V NRM network transformer (1 250 KVA), • 1 Normal TGBT (TNS) / 1 20kV/410V SEC network transformer (1 250 KVA), • 1 Backup TGBT (TNS); • 1 150 KVA UPS (HQM network), • Normal and emergency interior lighting / exterior lighting / safety lighting, • 110vcc network, • Normal, emergency, intercom, DECT, FLS radio, time distribution, door interlocking telephony, • 2 IT networks + 1 facility management network + 1 process network, • Fire safety system (SDI+CMSI), • Gas, fluid, alarm/alert, building surveillance detection systems, • Intrusion malicious detection, • IRP measurements for delayed and real-time discharge monitoring, • 1 discharge outlet. NOTA: The volumes specified above are estimated quantities by the CEA. They do not constitute a commitment by the CEA. The trades required for the construction of the facility are grouped into 3 separate contracts. The IBS-C contract, which is the subject of this notice, covers: • CFO and GTC distribution outside HT cell (Normal / Backup / High Quality Maintained network) • Uninterruptible power supply • Interior / exterior / safety lighting • 110vcc network • Earth circuit and lightning protection • Emergency shutdown devices • Optical architecture • Telephony (including DECT) • FLS radio • Intercom • Door interlocking • Time distribution • 2 IT networks + 1 facility management network + 1 process network, • Fire safety system (SDI+CMSI), • Sound system, • Gas, fluid, alarm/alert, building surveillance detection systems, • Intrusion malicious detection, • IRP measurements for delayed and real-time discharge monitoring. The operational readiness of the LMJ's experimental hall equipment is partially ensured in rooms of the ISO6 clean room type with high humidity and temperature control requirements. The building is designed to accommodate the risk of radioactive contamination of the equipment to be maintained. The IBS-A contract concerns roads and various networks, civil engineering and handling equipment and site management. The IBS-B contract concerns ventilation (nuclear, conventional, ISO6 cleanliness) and fluids and effluents.
