The SAD is an electronic system that allows for the pre-selection of one or more economic operators for supplies and common services, for the entire duration. In accordance with the provisions of Article R2162-38 of the Public Procurement Code, the present SAD is subject to the rules of the restricted call for tenders, subject to the provisions of Articles R. 2162-39, R. 2162-41 to R. 2162-47 and R. 2162-49 to R. 2162-51 of the aforementioned Code. The SAD is defined without any amount limits (neither minimum nor maximum). The SAD will be subdivided into four categories:

- Category No. 1: Private Vehicles "VP" of types City Cars, Multi-Purpose, Saloons or SUVs. This category can be consulted in New Vehicle "VN" and/or in Used "VO"

- Category No. 2: Commercial Vehicles "VU" of type Van, Medium Van or Large Van. This category can be consulted in New Vehicle "VN" and/or in Used "VO"

- Category No. 3: Specific Commercial Vehicles, tipper, flatbed, with tailgate, refrigerated. This category can be consulted in New Vehicle "VN" and/or in Used "VO"

- Category No. 4: Low-emission Vehicles, electric, hybrids, plug-in hybrids. This category can be consulted in New Vehicle "VN" and/or in Used "VO"

Each candidate can request admission to one or more categories or all categories, in VN, in VO or for both. Candidates who have submitted an application as part of the present SAD and who have been approved by the buyer may, until 21/01/2030, be requested to submit a bid in a given category. Deadline for receipt of initial SAD applications: Monday 23 February 2026 at 12:00. In accordance with the rules applicable to the Dynamic Purchasing System, applications may be submitted throughout the validity period of the SAD. Refer to the explanatory note attached to the DCE.
