Description

Design planning in accordance with Par. 34 HOAI, performance phases 2-9 for the new construction of the equipment building for the volunteer fire department Allach. On the undeveloped part of the property at Eversbuschstraße 134, a replacement site with a caretaker's apartment for the volunteer fire department Munich, department Allach, is to be created on the approximately 3,000 m2 site. The areas required by the user, as specified in an approved space programme, have a usable area of approximately 900 m2 (including caretaker's apartment). Property and urban planning objectives: The property to be developed is located in Allach at the intersection of Eversbuschstraße and Höcherstraße. It is within the scope of a simple B-plan. The building space is bounded by a rear building boundary and a front building line. According to the land use plan, it is a public utility area for safety, adjacent to a public utility area for education, religion, and residential areas. The immediate surroundings are predominantly characterised by buildings of building classes 1, 2 and 3. The property is owned by the state capital Munich. The Lower Nature Conservation Authority points to a particularly protected tree stock towards Eversbuschstraße. Furthermore, the sundial on the eastern gable facade has been classified as a listed monument. No further monument protection exists. The aim is to plan and construct the needs and functions of an equipment building for the volunteer fire department Allach in accordance with legal requirements and municipal guidelines. In doing so, an architecturally appealing building cubature should be developed, taking into account the space programme (user requirements) and accommodated on the available part of the property. The new construction takes place during the ongoing operation of the uses of the existing building located on the same property. The existing building currently houses the volunteer fire department Allach, vehicles of the rescue service, and residential units. The preliminary investigation in the form of a feasibility study is attached to the procedure. Challenges in the project include, among others, the space conditions on the property, the height differences, the protected tree stock, the traffic situation, noise emissions from the operation of the fire department, the listed sundial, the economic consideration of climate and sustainability goals, mandatory requirements for the flow paths and room arrangements of an equipment building, a high technical component, and building law issues. The economic and sustainable feasibility of a coherent overall concept, taking into account the confined property conditions, are essential requirements. The feasibility of the measure requires a planning coordinated with the existing users for a realisation concept (interim measures).
