Spain – Road traffic-control equipment – Contrato mixto de suministro y servicios de instalación, puesta en marcha, funcionamiento, mantenimiento integral e integración de un sistema de control y gestión del tráfico, basado en plataforma de gestión con VMS y puntos de control de tráfico (PCT) con cámaras inteligentes, en el municipio de Sagunto (SARA). The subject of this mixed contract is the supply and services for the acquisition, installation, integration with the existing platform, commissioning and maintenance of 43 Traffic Control Points (PCT) equipped with a total of 97 intelligent video cameras with artificial intelligence capabilities for traffic management and control (43 fixed DOMO type cameras and 54 fixed Bullet traffic cameras with license plate recognition LPR). The subject of the contract includes the supply and commissioning of a dedicated professional system for the management room/CECOM, composed of a 3x2 video wall 55 + control PC + keyboard, mouse and necessary cabling. The subject of the contract also includes the comprehensive maintenance services for the existing network, which comprises a total of 30 cameras (8 Contextual and 22 License Plate Readers, SOLFIX brand), from 4 December 2027. More specifically, the tasks to be carried out by the contractor are as follows: - Supply of the equipment, the reading software and all its equipment, according to the specifications presented in this PPT. A permanent license for the use of the camera reading software will be supplied. - Installation work for the control points and their equipment, electrical connection, telecommunications connection and fixing of the equipment in the public road equipment. - Configuration and commissioning of the equipment, with the corresponding tests of both functionality and resistance until full operation. - Development of the necessary software to integrate with the management system in operation at the Sagunto City Council. Possible development needs for its integration with systems and equipment owned by the City Council. - Preventive, corrective and evolutionary maintenance of the equipment and systems, including all their components, during the validity of the contract. The contractor must verify and check all those aspects of a technical and legal nature necessary for the implementation of the project. Given the mixed nature of this contract, in accordance with the provisions of Articles 16, 17 and 18 of the LCSP, the legal framework for the preparation and award shall be that of the service contract in view of the nature of the main service, according to Article 18.1.a) of the LCSP; and its effects, compliance and termination shall be determined in accordance with the provisions of Article 122.2 of the LCSP in the wording of this Specification, in accordance with the rules applicable to the different merged services. The aforementioned works will be carried out in accordance with the powers set out in the Technical Specification Sheet, which specifies the basic data that define and condition the subject of the contract, the general applicable rules and instructions, and the prescriptions and recommendations that, without having this character, are mandatory.
