The subject of the contract is the preparation of complete design documentation together with the obtaining of the opinions, agreements and administrative decisions required by building law, as well as the performance of author's supervision for the implementation of the investment task entitled “Construction of a new hospital building with technical infrastructure and land development for the needs of the Forensic Psychiatry Department with Enhanced Security”. 2. As part of the subject of the contract, the Contractor: 1) Will prepare complete multidisciplinary design documentation and will perform author's supervision. 2) Will obtain, on behalf of and for the benefit of the Contracting Authority, all necessary agreements, opinions, permits and decisions required by law, including the decision approving the building design and granting a building permit with a clause of finality and subject to execution, in order to start and carry out the construction works of the investment task entitled “Construction of a new hospital building with technical infrastructure and land development for the needs of the Forensic Psychiatry Department with Enhanced Security”. 3) Will prepare complete interior arrangement and equipment documentation for the new hospital building and will perform author's supervision. 3. The description of the requirements, needs of the Contracting Authority and the characteristics of the services constituting the subject of the contract include the following documents: - Description of the needs of the Contracting Authority and the characteristics of the services constituting the subject of the contract – Annex M1 to OPiW; - Architectural and construction concept together with annexes – Annex M2 to OPiW. 4. The minimum requirements relating to the description of the subject of the contract or the execution of the contract, which are not subject to negotiation and which must be met by all tenders, are contained in Annex M3 to OPiW. 5. Draft Essential Terms of the Contract (Contract Template) – Annex M4 to OPiW. 6. The Contracting Authority does not envisage the use of the option right, referred to in Article 441 of the PZP Act.
