Belgium – Ground investigation services – Raamovereenkomst met een bodemsaneringsdeskundige voor de opmaak van een technisch verslag voor bodem-en/of waterbodem- en/of asbestonderzoek en een sloopopvolgingsplan 2027 - 2030

This contract involves concluding a framework agreement with a soil remediation expert, recognised as type 1 in accordance with VLAREBO. The contract provides for the execution of soil, groundwater, and asbestos investigations within the framework of VLAREBO on plots located within the Flemish Region. This contract also includes the preparation of a demolition follow-up plan by an expert registered with a demolition management organisation on plots located within the Flemish Region. This is in line with the traceability procedure according to article 4.3.5., § 3 VLAREMA. For this contract, the procedures followed are as mentioned in the standard procedure for the preparation of a demolition follow-up plan and control report. The preparation of a demolition follow-up plan is the first step in the traceability procedure and is required if one wishes to work for the disposal of selectively collected demolition material via a recognised demolition management organisation to achieve a demolition material with a low environmental risk profile. The demolition follow-up plan aims to provide a list of all expected waste materials released during the planned demolition works, as well as to formulate recommendations for selective demolition. Based on a certified demolition follow-up plan, the further traceability procedure as included in the standard procedure for traceability of demolition material via a recognised demolition management organisation can be followed. The contract consists of various sub-contracts, the price of which is calculated on the basis of the unit prices that the tenderer has indicated in the inventory. These sub-contracts can consist of: • technical report on soil, groundwater, and asbestos investigation • demolition follow-up plan

The main contractors for this framework agreement are Agentschap Natuur en Bos and the Vlaamse Landmaatschappij (www.vlm.be). Both Agentschap Natuur en Bos and the Vlaamse Landmaatschappij will annually initiate between 20 and 25 sub-contracts per plot for the preparation of a technical report for soil, groundwater, and asbestos investigation, as well as for the preparation of a demolition follow-up plan within the framework of this framework agreement.
