Denmark – Security services – Rammeaftale for vagttjenester og eskortering

ETK hereby offers a framework agreement concerning Guarding Services and Escorting. The framework agreement aims to ensure the delivery security of guards to the following service categories:

• Fixed Guarding:

o By Fixed Guarding is meant fixed manning at a specific location in more closely defined time periods in accordance with the guard instructions valid at any time.

• Guard Patrol and Supervision:

o By Guard Patrol is meant the execution of a guard instruction more closely defined by ETK, which is drawn up in the Supplier's patrol description.

• Escorting:

o By Escorting is meant the accompaniment and supervision of non-security-cleared externals, such as suppliers, contractors or consultants and their employees, at the Danish Defence's establishments.

The more detailed content and scope of the services appear from the tender material. The framework agreement is awarded to two Suppliers, who are ranked in a cascade based on ETK’s tender evaluation, cf. section 4. Concrete orders under the framework agreement are awarded as follows: Orders are awarded to the first Supplier in the cascade. If this Supplier, due to capacity-related reasons, cannot perform the order within the set deadlines, cf. the framework agreement's section 9, the second Supplier in the cascade will be awarded the order. The framework agreement has an expected estimated value in the agreement's ordinary duration of DKK 225 million exclusive of VAT, distributed on DKK 100 million in the agreement's first year, DKK 50 million in each of the framework agreement's second and third year, and DKK 25 million in the framework agreement's fourth year. The estimate assumes that conditions will arise during the agreement period that affect the turnover on the framework agreement in a downward direction, including but not limited to the use of conscripts for guarding tasks. See the framework agreement's section 7.1 for further details on this. However, there is considerable uncertainty as to whether conditions will arise that affect the turnover on the framework agreement in a downward direction, and if such conditions do not arise, and the framework agreement's options for extension of up to 36 months are fully utilised, the framework agreement's value in the total duration is estimated at DKK 700 million. The value is solely an expression of an assessment based on previous purchases and the expected future purchases at the time of tender. The expected estimated economic value is therefore not binding for ETK, and the Supplier cannot consider the estimated value as a guaranteed turnover or obligation for ETK to agree on a certain amount of the Services covered by the framework agreement. The framework agreement's maximum economic scope in the total duration amounts to a total of DKK 1.1 billion, exclusive of VAT. The framework agreement's maximum economic scope thus constitutes a right for ETK to purchase via the agreement regardless of the procurement volume might exceed the annual estimated value. The framework agreement ceases without notice, if ETK’s maximum value of the framework agreement according to the tender notice is exceeded prior to the above. The reason for the framework agreement's maximum value is the risk that ETK’s future needs exceed the needs estimated at the time of tender, especially in view of the increased economy and activity level in the Danish Defence as a result of the Defence Agreement for 2024-2033, Agreement on strengthening the Danish Defence's combat capability of 22 February 2025, and the current security policy situation.
