In the present procedure, the Buyer "Fixed-wing Pilot Practical Training" wishes to conclude a framework agreement for a 36-month period with one economic operator per procurement lot for the practical training of currently enrolled and future students in the 1st part, the BSc in Aerospace Engineering (hereinafter: BSc), and in the 2nd part, the MSc in Aviation Engineering and specialist advanced training (hereinafter: Specialised Advanced Training), both parts for the duration of the Framework Agreement. The procedure has a estimated value exceeding the EU threshold and is classified as a social and other service under Annex 3 of the Kbt., therefore the procedure will be conducted according to the rules of Section 3 of the Kbt. pursuant to Section 21 (2) of the Kbt. The planned dates for the practical training: from 1 September 2026 for 36 months. In the 1st part, BSc training, a maximum of 35 students per year, while in the 2nd part, Specialised Advanced Training, a maximum of 25 students per year. The language of instruction is English and Hungarian for both the BSc and the Specialised Advanced Training. The content of the practical training is identical for both training forms, but for the BSc it is divided into 5 semesters, and for the Specialised Advanced Training into 4 semesters. Practical training (tenderer's task in both BSc and Specialised Advanced Training): Integrated ATPL training, which includes at least 148 hours of practical flight training per trainee, at least 80 hours of simulator practice, and the necessary check flights, as well as theoretical preparatory lessons before and after the flight, all in accordance with the relevant European Aviation Safety Agency (EASA) regulations. Qualifications to be obtained (in both parts): at the end of the practical training, a CPL commercial pilot licence with frozen ATPL theory, as well as A-UPRT, APS-MCC training. The tenderer will provide the aircraft, procedure training simulator(s), fuel, instructor supervision, and landing/airport usage costs required for the training. The eligibility criteria have been defined to the extent necessary for the performance of the contract in accordance with the Kbt. The practical training programme must include the administration of all theoretical and practical examinations necessary for the specialist service licence, including all related costs, including the oral ICAO English language exam, and ATPL theoretical exams, first attempt fees for practical and theoretical exams with the Hungarian authorities, and the first attempt fee for the English language exam, as well as any other costs incurred by the tenderer in connection with the practical training (especially, but not exclusively, e.g. costs for instructors, aircraft and simulator operation, etc.). During the practical training programme, the tenderer will ensure the continuous availability of documentation, preparatory materials, maps and practice programmes required for the students' preparation and progress. The winning tenderer must have - as detailed in point M2 of the Invitation to Tender - English-speaking instructors with the necessary instructor qualifications and practical experience, who can carry out all the tasks detailed below in English to a high standard. After completing the practical training (in both parts), the students must be able to perform the following tasks: - Able to perform first officer duties on a multi-crew aircraft after type training, - Able to perform flights in accordance with the Commercial Pilot Licence/Instrument Rating (CPL/IR) rating and aviation regulations and authority requirements, - Able to plan a flight, perform the necessary navigation and performance calculations. - Able to prepare and submit a flight plan. - Able to operate the aircraft systems and engines, onboard instruments and systems as described in the Airworthiness Instructions, to recognise and handle any malfunctions that may occur. - Able to set up and use onboard radio and radio navigation equipment. - Able to navigate visually under Visual Meteorological Conditions (VMC), taking into account individual limitations, based on geographical knowledge, map use, visual terrain recognition skills and experience. - Able to navigate using instruments under Instrument Meteorological Conditions (IMC), taking into account individual limitations, using radio navigation knowledge and experience, and onboard instruments. - Able to analyse and evaluate the meteorological situation, take necessary measures. - Able to interpret and take into account meteorological reports and forecasts when planning and executing flights. - Able to comply with flight safety regulations. The students will obtain the qualifications after completing the III., IV., V., VI. and VII. semesters of the 1st part BSc practical training, and the I., II., III. and IV. semesters of the 2nd part Specialised Advanced Training.
